Duties and Responsibilities:

  • Developing efficient financial management system in accordance with the Public Finance Management Act 2012 and Attendant Regulations 2015, international accounting standards, and best management practices;

  • Monitoring and review of programme implementation and taking corrective measures;

  • Initiating policy changes with regard to overall expenditure pattern with the Company;

  • Systematic scheduling of expenditures to be consistent with the work plan;

  • Advising the accounting Officer on financial management;

  • Interpretation and implementation of financial regulations and procedures;

  • Providing professional advice to management on financial planning, budgeting, cash flow, and investment;

  • Ensuring compliance with the requirements for preparation and submission of management and statutory reports;

  • Authorizing Payments and identifying suitable officers to process online payments;

  • Ensuring effective and timely financial management on all matters of the Company and reporting in accordance with the laid down guidelines;

  • Overseeing development and installation of effective financial management systems and procedures to improve financial reporting and accounting;

  • Providing advice on strategic financing, investing, and expenditure decisions in the medium and long term;

  • Ensuring internal controls are implemented and monitored for effectiveness;

  • Managing risks associated with the Finance and Accounts functions;

  • Delivering presentations regarding proposed budgets to the Board Finance Committee, Treasury Officials, and Donor Agencies to clarify financial estimates and gain support for projected budget needs;

  • Reporting on farmers trading account performance;

  • Preparing farmers payment advice and statement of accounts; and

  • Ensuring timely disbursement and recovery of CCARF.

    Requirements:

  • A minimum period of twelve (12) years
    relevant work experience, five (5) years of which should be in a supervisory position;

  • Bachelor's degree in any of the following disciplines: Commerce (Finance or Accounting Option), Business Administration (Finance or Accounting Option), Business Management (Finance or Accounting Option) or equivalent qualification from a recognized institution;

  • Master's degree in any of the following disciplines: - Finance, Accounting, Business Administration, Commerce or its equivalent qualification from a recognized institution;

  • Certified Public Accountant (CPA (K)) or equivalent and relevant qualification from a recognized institution;

  • Member of the Institute of Certified Public Accountants of Kenya (ICPAK);

  • Certificate in a Management Course lasting not less than four (4) weeks from a recognized institution;

  • Proficiency in computer applications;

  • Demonstrated professional competence in financial and accounting management; and

  • Fulfilled the requirements of Chapter Six of the Constitution.
