Kenya Pipeline Company Limited (“KPC” or “the Company”) is a State Corporation established under the Companies Act (CAP 486) of the Laws of Kenya to provide efficient, reliable, safe and cost effective means of transporting quality oil & gas products.
KPC currently transports over 80% of the super petrol, diesel, jet/aviation fuel and domestic kerosene used in Kenya, and supplies oil marketing companies operating in neighbouring countries.
As such, KPC occupies a crucial role in the Kenyan and regional economies as the main midstream player in the oil & gas sector.
In order to enhance KPC’s institutional capacity to deliver its Strategy, the KPC Board
of Directors seeks to recruit a highly motivated, visionary, dynamic and results oriented candidate of demonstrated high integrity, innovation and ability to deliver results to fill the position of Managing Director.
Reporting to the Board of Directors, the successful candidate will also serve as the Accounting Officer of the Company, and be responsible for driving the Company’s Vision,
Mission and Strategy in line with the Strategic Plan, Performance Contract, and any other
targets and decisions as set by the Board in conformity with the Laws of Kenya.
Job Summary
The Managing Director will be responsible for:
KPC’s day-to-day operations;
Providing leadership to senior management and staff;
Preparing annual budgets and ensuring proper execution of expenditures;
Establishing and assuring proper internal controls;
Execution and communication of the Board’s strategies, decisions and policies;
Managing relationships with the Central Government, National Legislature, County
Governments, Regulators, other Government agencies, Media, Non-Governmental
Organisations, and all other stakeholders;
Being the key relationship person for the Chief Executives of Oil Marketing Companies
(OMCs), who are KPC’s principal customers;
Conveying and executing KPC’S Vision, Mission and Strategy Implementing short, medium and long-term master plans to enable the Company achieve stakeholders’ demands;
Executing a risk management policy and framework that ensures KPC has robust
systems and processes of accountability, risk management, internal controls and
business continuity;
Delivering results while maintaining good corporate citizenship through
Building a professional and achievement oriented Executive Management team
Nurturing and maintaining a performance driven, ethical, fair and meritocratic
corporate culture that will attract and retain talented and competent individuals
Developing and inculcating customer focus and customer satisfaction as key attributes in KPC
Embedding safety as KPC’s No 1 priority, since the Company handles highly flammable products that are transported through populated and settled areas
Ensuring that projects are delivered on time, and on budget;
Coordinating and preparing business related proposals and reports;
Ensuring KPC’s unequivocal and prompt compliance with all relevant and applicable
Constitutional provisions, Acts of Parliament, statutes, and local and international
regulations;
Working with the Board to provide coherent leadership to the Company;
Any other responsibilities as the Board may determine from time to time to be necessary
to achieve KPC’s objectives.
Academic Qualifications
A Bachelor’s degree from a recognised university.
A Master’s degree from a recognised university.
Relevant Experience
An experienced leader of diverse people and processes with the ability to lead, develop
and direct team members to deliver to high performance targets and standards;
A minimum of 15 (fifteen) years working experience with at least 10 years in an
Executive Management/Executive Leadership position;
Hands on experience in, and direct responsibility for developing and implementing
strategic plans, generating substantial revenues, managing significant capital and
operational budgets, and delivering positive cash flows and profits;
Worked in,
or interacted extensively with, Government ministries, regulators and other
official agencies and organisations;
Knowledge and experience of working with Public Finance and Public Procurement
Regulations.
Experience in working in oil & gas will be an added advantage.
Skills and Competencies
Strategic thinker with a good commercial acumen and an ability to identify and exploit
business opportunities in ever-changing environments;
Demonstrated ability to drive change and transformation, with a proven capability
of quickly assessing complex situations, generating astute, practical and pragmatic
solutions, coming up with action plans and correcting problems;
Strong expertise in project planning and implementation, budgeting, resource
mobilisation and management, as well as in the monitoring and evaluation of the same;
Ability to develop and implement performance measurement systems, giving candid
performance feedback, rewarding desirable behaviour and providing support to
professional development efforts linked to KPC’s strategic objectives;
Sustenance of high standards of integrity, establishing and maintaining straightforward,
productive relationships, treating individuals with fairness and respect, demonstrating
sensitivity for ethnic, cultural and gender differences;
Working knowledge of, and demonstrated ability to quickly absorb and understand global and local regulations pertaining to the oil & gas industry, and to the operations of State Corporations.
