3. Kenya Civil Aviation Authority Manager Air Transport and Economic Regulation Jobs - KCAA Scale 5 (Ref: ATER/01/17) - 1 Post


Reports To: Director, Aviation Safety Security and Regulation

Job Purpose
To Plan and direct the activities of Air Transport and Economic Regulation to achieve a coordinated approach to policy formulation, inspections, surveillance and licensing of air services.

Scope of work / duties / responsibilities
  • Planning and controlling the operations of the department of Air transport and Economic Regulation in accordance with laws and regulations related to Air Transport Economics and agreed objectives and targets.
  • Coordinating and liaising with relevant organizations /Directorates/Departments /Agencies on matters relating to civil aviation bilateral/multilateral, international agreements, conventions and protocols.
  • Developing, implementing and reviewing competition policy, monitoring and advising on tariffs for passengers and freight.
  • Planning, directing, implementing and enforcing the relevant legislation /industry developments on air transport and economic regulation
  • Advising on the designation of airlines and authorizing air carrier schedules and tariffs.
  • Preparing and recommending new regulations on air transport and economic regulation
  • Maintaining records of proceedings/notes of evidence in relation to appeals tribunal.
  • Overseeing the coordination of Air transport field inspections, operations, surveillance, Air transport data analysis, economic licensing and enforcement activities in all airports to ensure compliance with standards, regulations and best practices
  • Approving aircraft lease agreements, airline commercial arrangements, adhoc air carrier permits, operating authorization for international scheduled air carriers and coordinating with Ministry of Transport, or where necessary military and diplomatic clearances.
  • Advising and guiding Management and the industry on the interpretation and application of relevant laws and conventions.
  • Preparing and implementing the department’s operational plans and budget to achieve targets in line with the KCAA strategic plan.
  • Conducting regular performance reviews of staff in the department to determine training and development needs and ensuring that the highest standards of performance and conduct are being adhered to.
  • Working with the legal services to propose / draft appropriate legislation and regulations/Amendments.
  • Performing any other duties as may be assigned by the Director, AASR.

    The successful candidate must possess the following qualifications:
  • A Bachelor’s Degree in Economics, Aviation or relevant Social Sciences Discipline or Physical science discipline related field from a recognized University;
  • A master’s degree in Economics, Aviation or relevant Social Sciences or Physical science discipline would be an added advantage;
  • A diploma in Air Transport Management, Air Transport Economics or a related field would be an added advantage;
  • Training in management or leadership;
  • Certificate in Air and Space Law would be an added advantage;
  • Proven experience in Financial Accountability and people management;

    Experience
  • At least five (5) years’ experience at a senior level in the aviation industry or a related field;

    Knowledge and Skills
  • Be proficient in computer applications.
  • Excellent interpersonal and communication skills
  • Team player and with strong leadership skills
  • Ability to work under pressure and meet deadlines
  • Be analytical, innovative and strategic thinker

    4. Kenya Civil Aviation Authority Manager, Government and Industry Affairs Jobs - KCAA SCALE 5 - Ref: CS/02/17 (1 Post)

    Reports To: Corporation Secretary

    Job Purpose
    To advise and support Management and the Board on all
    corporate issues pertaining to Government and Industry
    affairs in the civil aviation regulatory framework

    Scope of work / duties / responsibilities
  • Providing professional guidance to the Authority’s Board, Management and Staff on compliance with good corporate governance practice.
  • Providing professional support in the drafting and the development of legislation including regulations on civil aviation.
  • Liaising on behalf of the Authority with the legal personnel in Government, other state corporations, private sector, regional and international organizations, on legal matters pertaining to civil aviation including lobbying Government to legislate international conventions on Civil Aviation.
  • Developing and maintaining strong working relationships with the Government and other stakeholders to effectively lobby for favorable policy decisions affecting the Authority and the sector.
  • Coordinating Stakeholder engagements and ensuring maintenance of the Authority's positive image.
  • Liaising with IATA, ICAO, airlines and other Civil Aviation Authorities' in lobbying the Government of Kenya and other Governments where Kenyan airlines operate on issues affecting Kenyan airlines; Taxation, environmental levies, repatriation of revenues, immigration, service providers like airports and Air Navigation Service providers
  • Tracking, analyzing & reporting on developments in all aero political arena to aid in decision making and seize opportunities for growth of civil aviation in Kenya.
  • Contributing towards building and managing relationships with National and Foreign Governments or their missions and with national and international
    organizations to articulate and achieve the Authority’s desired objectives.
  • Carrying out any other duties relating to laws of the country or civil aviation generally as may be directed by the Corporation Secretary from time to time.

    Qualifications
  • Bachelor’s degree in law (LL.B)
  • A relevant Master’s degree will be an added advantage.
  • Advocate of the High Court of Kenya with current practicing certificate
  • Registered Certified Public Secretary will be an added advantage
  • A Diploma in Air Law will be an added advantage
  • Post graduate diploma in law from the Kenya School of Law.

    Experience
  • Five years’ experience in Company / Corporate Law/Legal Affairs.
  • Experience in the aviation sector and/or as a legal practitioner is an advantage

    Knowledge and skills
  • Strong legal and regulatory background relevant to the industry
  • Verbal and written communication / reporting skills to state issues clearly and concisely to different audiences
  • Ability to demonstrate high level of professional standards and ethics
  • Ability to manage and develop a team of professionals
  • Ability to proactively identify regulatory issues that impact on KCAA’s business units in the short and long term.
