7. Kenya Civil Aviation Authority Registrar, Finance ans Administration Jobs - KCAA Scale 5 – Ref: EASA/ADM/01/17 (1 Post)
Reports To: Director, East African School of Aviation
Job Purpose To develop and implement sound administrative systems
for efficient financial control, safety, security, logistics, human resources and student support services.
Scope of work / duties / responsibilitiesImplementing KCAA Finance and Administration policies and procedures at the school.
Preparing and coordinating with EASA user departments the annual budget plans in line with KCAA planning policies, financial guidelines and strategic plan.
Preparing periodic operational analysis to monitor the utilization and productivity of the school’s physical resources.
Developing and managing administrative support procedures to ensure training is delivered according to the mission of EASA.
Implementing maintenance and operations policies to ensure the functionality of physical resources.
Reporting on expenditure, revenues and potential financial risk areas to enable decision-making by the Director.
Monitoring contracts for external services relating to the school’s facilities and infrastructure.
Coordinating safety and security programmes to safeguard the school’s properties.
Providing student support services.
Monitoring implementation of the annual budget plans while ensuring budgetary control
Coordinating implementation of staff welfare systems
Coordinating Logistics and Fleet Management
Coordinating the central management services to ensure optimal utilization and quality service delivery.
Managing the assets of the School.
Planning and Managing outsourced services.
Performing any other duties as assigned by the Director

Reports To: Manager - Air Transport & Economic Regulation
Job Purpose
Performs financial and economic evaluations of licensed
operators and applicants, prepare reports and maintain
relevant statistical data.
Scope of work / duties / responsibilities
Evaluating the audited financial accounts and internal management accounts of licensed operators and applicants as relates to the financial performance of an
airline company and issues reports
Evaluating analysis of airline business plans and issues reports
Evaluating analysis of airline financial reports and issues reports
Evaluating details of airline start-up costs and financing proposals for applicants
Qualifications
A Master’s degree in Business Administration or equivalent.
A Bachelors’ degree in Administration, Commerce, Business Management, Human Resource Management, Education, Economics, Sociology, Humanities or equivalent.
Training in management and leadership.
CPA (K)/CPS (K) will be an added advantage.
Experience
5 years of administrative experience in a large organization.
Proven management and people management skills.
Knowledge and skills
Knowledge of the overall management
and functions in the school.
Strong financial management skills, ability to track and contain costs.
Proficiency in office suite and desktop publishing tools
Analyzing and updating air transport economic data on airlines, airports and air navigation and submits reports
Coordinating Monitoring of economic performance of airlines according to agreed standards
Analyzing quarterly and annual air transport statistics involving airline fleet and personnel statistics, aircraft movement, traffic by flight stage, cargo imports and exports, route, sector, destination and aircraft type
Compiling and analyzing air transport statistics in accordance with ICAO requirements
Evaluating Analysis of air carrier schedules by routes, frequency and destination the issues reports.
Coordinating the updating of information on the data bank through the Air transport Management system
Evaluating analysis of forecasts based on route, sector, region and country of origin, destination and aircraft type
Analyzing tariffs and fares for the purposes of detecting anti-competitive practices and issues reports
Maintaining an appropriate statistical and financial database on licensed operators.
Any other duties assigned by the Manager, Air Transport & Economic Regulation
Qualifications
Bachelor’s degree in Economics, Statistics or related field from a recognized university.
Knowledge in financial management is and added advantage.
A master’s degree will be an added advantage.
Experience
A minimum of 3 years’ experience as an Economist or
Statistician
Experience in an airline or aviation sector is an added advantage
Knowledge and skills
Knowledge of Standards and Recommended Practices and regulations and audit programmes.
Knowledge of Airline Management functions of ICAO, IATA ,Facilitation of Air transport and International negotiations
Knowledge of trends in the sector and in other CAA’s, with an ability to benchmark practices for continuous improvement.
Team management and leadership.
Ability to interpret and implement budgets effectively within them.
Good communication skills.
Ability to manipulate and use contemporary office automation equipment, software and databases and to keep abreast with available technology
