KEMSA Deputy Director, Acquisition and Disposal - Jobs in Kenya
Job Purpose Reporting to the Director, Supply Chain Management Services, the successful candidate will be responsible for procurement initiation, selection and implementation of appropriate procurement methods, processing of tenders and request for quotations, award of tenders, debriefing, contract drafting and reporting to ensure value for money in the acquisition of HPTs funded by the Government of Kenya and development partners.
Scope of Work /Duties /ResponsibilitiesImplementing public procurement policies, regulations procedures and guidelines;
Monitoring compliance with public procurement and asset disposal act, 2015, and regulations; process tender for procurement of goods and services as per laid down policies and procedures;
Approving orders and requisitions;
Coordinating with legal and user departments in drawing and managing procurement contracts;
Developing procurement plans in liaison with users and as per the requirements and facilitate execution; and implementing of e- procurement strategies.
Ensuring provision of secretariat services to the procurement committees;
Coordinating the disposal of unserviceable stores as per the established regulations;
Maintaining manual and computerized database of procurement transactions at the Authority;
Monitoring development and implementation of procurement systems for security and safe custody of the Authority’s assets; Ensuring maintenance of assets register as per the procurement and assets disposal act.
Qualifications
Bachelor’s degree in any of the following disciplines: Supply Chain Management, Procurement and Logistics, Commerce, Business Administration, Economics or its equivalent qualifications from a recognized institution
Master’s degree in any of the following disciplines: Supply Chain Management, Procurement, Commerce, Business Administration, Economics or its equivalent qualifications from a recognized institution;
Be a member of Kenya Institute of Supplies Management (KISM) or Certified Institute of Purchasing and Supply (CIPS) in good standing;
Certificate in Management lasting not less than four (4) weeks Course from a recognized institution;
Proficiency in computer applications;
Demonstrated merit and ability as reflected in work performance and results; and
Fulfilled the requirements of Chapter six of the Constitution.
Experience
A minimum period of ten (10) years in relevant work experience and at least three (3) years in a Supervisory position in the Public Service or Private Sector;
