Overall purposeThe Senior Officer, Webmaster will be responsible for developing and managing web pages, sites and applications.
Reporting to the Manager, Systems Development
Job ResponsibilitiesDesigning and building all front-end components on presentation, templating, controller, client-side behaviour, integration to data services.
Coordinating the design, development, deployment and maintenance of online presence.
Coordinating third party web developers and graphic artists and overseeing all aspects of creating or enhancing the website.
Liaising with the divisions and units on content to be posted, viewed or pulled from the website, intranet and extranet in line with KASNEB ICT and corporate common policies.
Ensuring that information posted on the website is credible, correct and up to date.
Ensuring that the website allows the transfer of information from and to users and that relevant stakeholders can access this information.
Writing object-oriented JavaScript applications using techniques to create and manipulate basic graphics for incorporation into interactive output.
Participating in development of other web based solutions.
Developing and enforcing metadata to aid in indexing and search ability.
Providing analysis on web activity.
Managing the KASNEB domain.
Designing and implementing security architecture for web applications.
Ensuring risk management within the section.
Ensuring implementation of the ISO Quality Management System in the area of operation.
Performing any other duties as may be assigned from time to time.
Qualifications
Bachelor’s degree in ICT related discipline from a recognised university.
Master’s degree in related field will be an added advantage.
CICT or other professional qualification in ICT from a recognised body.
Knowledge of the Government of Kenya standards on systems and applications.
Previous experience working with content management systems.
Experience in website design, information architecture and usability.
Proven experience working with SQL DBMS.
Membership in good standing to a recognised professional body.
A minimum of five (5) years relevant experience three (3) of which should be in middle level management in a large organisation and three(3) years relevant experience for serving officers.

Reporting to the Manager, Supply Chain Management
Job Responsibilities
Receiving, inspecting, accepting or rejecting goods from suppliers and maintaining records thereof.
Ensuring prompt submission of relevant documentation to Finance Division to facilitate payment to suppliers.
Issuing the goods to internal customers.
Coordinating the disposal of obsolete, surplus or un-serviceable stores.
Managing the stock control system and ensuring safe custody of the stocks and supplies.
Conducting quarterly and annual stock taking.
Implementing stocking policies.
Managing the inventory and assets management system.
Maintaining up to date stock records and disposal records.
Maintaining good customer relationship with suppliers and with internal customers.
Preparing the annual asset disposal plan.
Ensuring staff performance management in the section through a target-based system.
Ensuring risk management in the area of operation.
Ensuring the implementation of the ISO Quality Management System in the area of operation.
Performing any other duties that may be assigned from time to time.
Qualifications
Bachelors degree in Supply Chain Management, Procurement and Supplies management, Business
Administration or any other relevant discipline from a recognised University.
Professional qualification or higher Diploma in Supply Chain Management, Procurement and Supplies management, Logistics or any other relevant discipline from a recognised certifying body.
Membership to the Kenya Institute of Supplies Management.
A minimum of four (4)years relevant experience in a middle level management in procurement management in a large organisation and two (2) years relevant experience as Administrative Assistant I in Procurement or
Supplies for serving officers.
Key personal attributes/functional skills
Thorough knowledge of the Public Procurement and Disposal law and regulations.
Thorough knowledge of supplies management including stock control and stores logistics.
Be honest, trustworthy and possess a high degree of personal integrity and professionalism.
Have leadership skills.
Be a team player.
Demonstrate ability to establish and maintain effective relationships with varied stakeholders.
Be customer centric.
Demonstrate sound judgement, excellent analytical, interpersonal, communication, presentation and reporting skills
Be computer literate.
Satisfy the provisions of Chapter Six of the Constitution of Kenya, 2010.
