Responsibilities

• Implements the Project delivery strategy as approved by the Steerco

• Acts as the Contractor's Representative in front of the Project Employer and Employer's Enginee relation to Supply Chain

• Proposes to the Steerco an organizational structure for the project realization respecting project objectives (Financial targets, SHEQ, Planning).

• Ensures transparent and fair recruitment and employment in compliance with COLAS ethics policies and in cognizance of local sensitivities and expectations and ensuring compliance with local employment and recruitment legislation

• Represents COLAS on the Project in relation to local. authorities.

• Manages the various Project functions and sections.

• Ensures the agreed Project delivery programme is maintained and kept current and updated.

• Ensures all permits related to the operations of the Project required by the local authorities are kept valid and current

• Implementation of and compliance with the COLAS SHEQ Management Plans and reporting systems across own organization as well as for sub-contractors and consultants

• Ensures the Environmental & Social Management Plans (ESMP) as approved by UKEF and NEMA are adhered to and performance indicators are reported

• Project Director, in liaison with Country Manager validates suppliers, service providers and sub- contractors and seeks approval of Steerco for major appointments

• Sets up terms of reference and defines scope and conditions of supply

• Manages the content split in compliance with the conditions for the finance and ensures reporting to
UKEF and Steerco as required

• Establishes programmes for transfer of skills to local sub-contractors and employees

• Ensures the adherence to COLAS ethics policies in Liaison with COLAS HR department

• Ensures the approved Budget for the Project is adhered to

• Ensures claims for payments are submitted in accordance with the Contract and follow-up made on payments

• Validates expenses charged to the Project within the limits of the delegated authority

• Validates P&L and Balance Sheets relating to the project Conducts budget checks and validates monthly and annual reports as required in liaison with Country Manager and Chief Financial Officer

Particular skills required

• 20+ years' international experience in project management on major infrastructure projects, preferably roads and highways

• Fluent written and spoken English and French Good understanding and knowledge of COLAS products and methods, asphalt, pavement structures, plant and equipment, binders and aggregates properties

• Engineer to degree-level
