Overall ResponsibilitiesThe RTC is expected to provide technical assistance and managerial support to the Regional Health Bureau for Routine Immunization (RI) system strengthening on strategic and routine implementation of Reaching Every District through use of Quality Improvement tools (RED & RED-QI) tools and oversight implementation of PIRI/MCV2 strengthening projects.
He/she will ensure that the projects are implemented in close collaboration with and building capacity of the regional health bureau (RHB).
The RTC will be responsible for regular and active engagement with the RHB in building their capacity to strengthen the region’s routine immunization system.
The RTC will supervise and oversee the projects staff in the region and will ensure the projects are implemented as per the work plan and financial and administrative policies of the projects.
He/she will be under the supervision of the RA with oversight and direction from the Technical Director, Senior Immunization Program Advisor, Senior Immunization Expert, Finance & Operations Director and Senior HSS Advisor.
The position requires willingness to travel to zones/woredas within the assigned region.
Specific Responsibilities
Provide strategic oversight and leadership of all technical and managerial activities of the two projects within the region, in close collaboration with Addis technical and management team
Ensure relations with RHBs are strong and the RHB/WoHO is engaged in the implementation and monitoring of RED-QI and PIRI/MCV2 projects in the region
Actively participate and take a leadership role in regional level working groups such as immunization technical working group
Oversee the implementation of PIRI/MCV2 project in the region and supervise staff of PIRI/MCV2 project
Regularly monitor the joint action plan of JSI/UI-FHS and RHB capacity building plan is implemented as planned
Ensure the RHB has a complete map of partner inputs and areas of operation related to PIRI/MCV2
Ensure the RHB can track and monitor the implementation of PIRI/MCV2 review meetings and special support is given to priority woredas for review meeting preparation
Support planning and organization of regional level forums and workshops around RI
Provide technical support to strengthen regional bi-annual review meetings, regional level ISS, PBSS, support for microplanning development in all woredas in the region through the RHB technical support, and data triangulation exercise
Actively participate and facilitate the documentation of
the project’s lesson learning in the region (including integration work, summative evaluation, data-triangulation, etc.)

Programme Management
Ensure the PIRI/MCV2 and UI-FHS projects are implemented as per the work plan and monitor its progress
Compile, document and contribute regular written reports to the projects and participate in periodic program review meetings.
Supervise and provide technical and managerial guidance to all project staff within the region.
Responsible for financial oversight of the projects in the region according to the donors and JSI/Ethiopia's financial rules and regulations
Ensure vehicle and other resources are managed according to JSI/UI-FHS administrative procedures
Maintain an open and regular communications with the central team and maintain a productive working relationship with immunization partners operating in the region.
Job Requirements
Qualifications
Master of public health (MPH) or other equivalent qualifications with background in health-related areas (such as nursing, health officer, etc.),
Minimum of ten years working experience in immunization and public health. At least five years of experience is expected in Project Management and Project Coordination
Previous experience in managing projects funded from various donors including GAVI is a plus
Demonstrated experience within the region.
English language is requirement and fluency in the local language of the region is strong asset
Demonstrated experience working with the Regional Health Bureau and involvement in technical working groups (must understand local government structures)
Strong organizational, management and communication skills to influence partners and decision makers at the national, regional, zonal and woreda level
Demonstrated ability to be a team player, to lead teams, and to organize multiple activities simultaneously
Preferably, familiarity with quality improvement applications in health
Computer skills that include Microsoft Word, Excel, and Access
Ability to produce accurate data and reports.
