Job DescriptionBackground The Last Ten Kilometers (L10K 2020) Project of JSI Research & Training Institute, Inc. (JSI), with funds from Bill & Melinda Gates Foundation (BMGF) has been implementing community-based maternal, newborn, and child health strategies since 2008 to contribute to the achievement of Ethiopia’s Reproductive, Maternal, Newborn, and Child Health (RMNCH) related targets of the Health Sector Transformation Plan (HSTP).
L10K2020 re-scoped its project to align with the Bill and Melinda Gates Ethiopian Integrated Health Plan (EIHP). As such L10K 2020 focus has shifted from implementation support to systems support since October 2017.
The focus of support will be both at Federal Ministry of health and regional health bureaus (RHBs) of Oromiya, Amahara, Tigray and SNNPR and selected Zones in the four regions.
L10K 2020 will be using embedding technical staff at FMOH, RHBs and Selected Zones in the four regions it operates as one of the strategic approaches to providing systems support and enhance the capacity of RHBs/ZHDs and enable them provide support to Woredas under their preview to achieve the HSTP targets.
Overview of the PositionThe equity TA will provide technical and strategic leadership support to Sheka ZHD and contribute to the strategic direction of RMNCH programs by providing technical guidance to the ZHD head and RMNCH program officers and support the overall technical management for the implementation of RMNCH programs with the goal of contributing towards Ethiopia’s RMNCH effort and ultimately post MDG RMNCH targets.
The TA will work closely with the ZHD head, RMNCH team, L10K2020 regional office and other RMNCH supporting partners. TA will focus on building capacity of RMNCH team in the ZHD.
As the focal capacity building entity, the TA will mentor, coach, advise, and collaborate with ZHD colleagues rather than taking on tasks alone.
Key Duties and Responsibilities Supporting ZHD to conduct rapid need assessment to identify peculiar barriers for comparatively low coverage of RMNCH service delivery and utilization in the zone
Supporting the ZHD in preparing evidence based and contextualized solutions/plans to address specific barriers, executing the plans, generating and implementing innovative approaches and monitor implementation
Supporting ZHD in improving their capacity to support woredas in implementing equitable and tailored RMNCH service delivery strategies and approaches
Transferring his/her program design, implementation and
follow-up skills through trainings, mentoring and coaching to build the capacity of the ZHD RMNCH team
Supporting development/revision/contextualization of national strategic documents, guidelines, training materials and tools when necessary and ensuring their implementation
Supporting ZHD in strengthening the use of strategic information in implementing and adapting its equity plan to improve program performance for the priority RMNCH interventions
Facilitating effective partnership with stakeholders engaged in the implementation of RMNCH program
Closely working with and contribute on the zonal technical working groups and task forces
Supporting ZHD in improving the efficiency and effectiveness of follow up visit, integrated supportive supervision, joint monitoring visit and performance review meeting
Collaborating with other sectors, organizations and projects to ensure synergy and strengthen inter-sectoral collaboration and coordination
Prepare regular reports on RMNCH program progress
Supporting ZHD in continuously identifying, documenting, disseminating and scaling up learning
Supporting other ZHD and L10K 2020 project related activities when deemed necessary by the supervisor
Job Requirements
Skills and Competencies:
Minimum of master degree on public health or health monitoring and evaluation and a degree in health sciences: medicine/health officer/nursing/midwifery
A minimum of 5 years’ experience in planning and implementation of RMNCH programs
Knowledge and experience of the Ethiopian health system
Experience in policy analysis, policy engagement, leadership and governance
Experience in HMIS/CHIS data recording and information utilization and eHMIS/eIDSR data base utilization
Coaching and capacity building skills in RMNCH program management
Experience in working with/guiding national/regional/zonal level technical working groups, developing donor relationships, working with government partners and with partner agencies
Strong result orientation, with the ability to challenge existing mindset
Good skill in coordination, communication, organizing group discussion, and presentation
Excellent computer skill such as word, excel, power point, internet and analysis with different tools
Good experience in report writing
High commitment to work in hardship areas
Fluency in English, Amharic and preferably another local language
