ObjectivesThe main objective of the assignment is to document the leanings of L10K working with CSOs to implement innovative RMNCH community solutions.
Specifically, the documentation process will examine
the role of the project in influencing the capacity of CSOs; the roles played in building the capacity of local CSOs regarding designing, implementing, monitoring, and evaluating development interventions
the strategies CSOs employ to implement community-based RMNCH services
The benefits of collaborating with local CSOs
the success factors that facilitated the proper implementation of activities and the challenges of working with local implementing partners
The task of the consultant
The consultant will work in strong collaboration with the L10K’s Monitoring, Evaluation, and Research unit throughout the process. The consultant is expected to undertake the following tasks;
discuss with L10K to clarifying terms of reference and operations for the documentation process;
carry out a desk review of relevant project documents and other relevant literature and
conduct interview with CSOs and L10K staff (maximum of 6 in-depth interviews);
develop an inception report, detailing the documentation design/approach, methodology, deliverables, and timeline. This will be finalized in consultation with the L10K project team;
write and submit a draft report, make a presentation to L10K, incorporate comments, and submit a final report.
Methodology
A structured “learning from experience methodology” will be used to document learnings from the collaborative implementation of innovative community-based interventions with CSOs during
the period 2008-2015.
The study will employ a qualitative case research method complemented by a desk review of project proposals and periodic reports.
The CSOs for the study will be purposely selected.
The L10K central and regional offices will be consulted in the selection process of the CSOs for the study in case of having more than one CSO in one region as well as selecting informants.
Timeline
The consultant will have 21 working days from the date of signing the contract agreement with L10K.
This is an urgent assignment that needs to be delivered with economical use of time.
The consultant should have time to be dedicated to this assignment with no other competing priorities during the assignment period. The consultant will sign a contract agreement once the inception report is approved by L10K.
Job Requirements
The individual consultant will be a professional researcher with a track record of conducting similar assignments most specifically with a demonstrated experience on the use of qualitative study approaches or techniques (qualitative data collection, transcription, coding using appropriate software, and high-quality report writing) and documentation of learning related to health systems support projects or activities.
Experience working in documenting best practices/success stories is essential.
The consultant must have at least a master's degree in public health, communications, knowledge management, and/or other relevant fields.
