Main Purpose of Job

  • Breakthrough ACTION Ethiopia Communication for Health is a 12-month (October 1, 2020–September 30, 2021) USAID field-support and GHSA funded activity that intends to address gaps in social and behavior communication, risk communication and community engagement particularly in health.

  • The activities are aligned with the USAID/Ethiopia’s Country Development Cooperative Strategy (CDCS 2019–2024) priorities.

  • Breakthrough ACTION Ethiopia Communication for Health project is hereafter referred to as “Breakthrough ACTION Ethiopia” or “the project” in the document for ease of referencing.

  • The project will focus on promoting priority behaviors on malaria (with a focus on promoting use of long-lasting insecticide-treated nets (LLINs); RMNCH; nutrition; FP; COVID-19 and zoonotic diseases risk communication.

  • The regional SBC officer will ensure liaison with respective regional government authorities and frontline implementation of the social and behavior change tools, strategies, approaches and interventions.

    Main Responsibilities

  • Be responsible for providing overall technical assistance for the design, implementation, monitoring and evaluation of SBC strategies as well as building the capacity of partners and regions in SBC.

  • Ensure the utilization of best practices and global learning to inform the development of effective SBC strategies, frameworks, tools, materials

    Specific Tasks for the position

  • Social and behavior change (SBC) technical assistance

  • Provide technical direction to define SBC approaches and activities to Regions

  • Apply developed SBC packages (framework, tools, messages and materials)

  • Apply detailed implementation plans for SBC interventions, and ensure high quality and timeline delivery of deliverables against intended objectives, targets, and timelines.

  • Build the capacity of regions, woredas and the frontline workers in
    SBC

  • Organizing SBC Training of Trainers (ToTs) and providing regular technical guidance and support for government and Implementing Partners (IP) staff through mentoring, coaching, and on-demand technical assistance.

  • Provide oversight to the SBC program components, including undertaking field visits to partners to oversee implementation, provide on-site feedback on required improvements, and generate field visit reports with timely and appropriate follow up on action points.

  • Under the supervision of Outreach advisor, liaise and maintain relationships with Partners with whom the organization has joint plans in SBC.

  • Ensure that all supported SBC activities from Partners are properly planned and delivered, and report on progress monthly.

  • Provide support and ensure the quality of the work of partners’ selected staff working on SBC.

    Job Requirements

    Knowledge, Skills and Experience Required

  • Master’s degree in Communications, Social or Behavioral Sciences, Public Relations, Public Health, or related fields;

  • At list Four years of SBCC-specific experience in designing, development, implementation, monitoring and evaluation of SBCC strategies and materials as well as related training;

  • Experienced in pre-testing and concept testing SBC approaches and content;

  • Strong organizational skills, and ability to lead a stream of work;

  • Proficient writing and verbal communication skills;

  • Must be able to read, write and speak fluent English.

  • Ability to work independently as well as in cooperation with team;

  • Ability to think creatively and strategically;

  • Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
