The Country Health Information Systems and Data Use program (CHISU) is a five-year USAID funded cooperative agreement (2020-2025) focused on strengthening health information systems (HIS), enabling sharing of data between systems and its use, and supporting countries’ self-reliance by enhancing capacity for local leadership and engagement in every aspect of health data.
The CHISU program strengthens country capacity, leadership, and self-reliance to manage and use high-quality health information systems to improve evidence-based decision-making.
CHISU will be working with the Government of Kenya and USAID Kenya to support malaria elimination activities led by the National Malaria Control Programme (NMCP), including providing technical assistance to the end term review of the Kenya Malaria Strategy 2019-2023 and development of a new malaria strategic plan.
In settings in which malaria is being eliminated, the objectives of surveillance are to identify, investigate and eliminate foci of continuing transmission, as well as prevent and cure infections and confirm elimination. After elimination has been achieved, its role becomes that of preventing re-establishment of malaria.
ResponsibilitiesCHISU is seeking a SME Advisor who will be responsible for guiding approaches to strengthen malaria related surveillance, data collection, use and reporting. The successful candidate will report on a day-to-day basis to the CHISU Kenya Resident Advisor.
Their specific responsibilities will include but shall not be limited to:
Strengthen malaria surveillance to identify and target areas and population groups most severely affected by malaria, to deliver the necessary interventions effectively and to advocate for resources;
Support the National Malaria Control Programme to select, collect, process and report relevant data and outcomes, including from other relevant data sources such as entomologic data and accurate parasitological diagnosis;
Improve the capacity at the central and regional levels to handle data from multiple sources and
prepare it for analysis and interpretation;
Provide support to routinely assess surveillance job aides and tools to ensure data accuracy, reliability, completeness, precision, timeliness and integrity;
Leverage analytics, surveillance and health information systems to strengthen malaria programs;
Regularly assess the appropriateness and impact of intervention measures and progress in reducing the disease burden and help the NMCP to decide whether adjustments or combinations of interventions are required to further reduce transmission;
Support the SMERG, M&E and Communities of Experts in developing and disseminating surveillance guidelines, M&E guidelines and developing the national research agenda for Malaria.
Qualifications
Degree in Pharmacy, Public Health, Information Sciences, or related field is required; medical degree is a distinct advantage.
Minimum of 5 years of relevant work experience at national and sub national levels is required.
Minimum 3 years’ experience in surveillance and control of infectious diseases, preferably malaria, is required.
Knowledge of the Kenya Malaria Strategy and associated activities being implemented related to strengthening malaria data management and use is required.
Demonstrable experience in the digitization of health-related information systems is required.
Experience implementing USG programs or interventions is highly desirable.
Understanding of logistics and supply chain processes and systems is an advantage.
Exceptional writing, speaking and presentation skills in fluent English are required.
Attention to detail, able to work in teams and manage workflow processes under time sensitive project deadlines is required.
Ability to travel up to 50% in-country to support technical activities.
