Job DescriptionUnder the direct supervision of the Senior Programme Manager, the Programme Officer is to support, develop, implement and oversee Johanniter projects in Uganda and support Johanniter’s partner organizations at the field level.
Job Responsibilities and AccountabilityOverall job purposeThe Programme Officer will work as part of the Johanniter Uganda national team reporting to the Senior Programme Manager. Based in Arua, the incumbent will support the partner organizations implementing Johanniter projects that mainly cover; Nutrition, Health, WASH and Livelihoods/food security sectors.
In this role, the Programme Officer will work closely with the Senior Programme Manager, the PMEAL Officer and Johanniter Partners’ programme teams to provide technical support on project implementation, monitoring, evaluation, accountability and learning. S/He will be responsible for partnership relationship building and support partnership processes including partner mapping, assessments, vetting, capacity sharing and strengthening. S/He will also be responsible for Johanniter-implemented project activities.

Programme Management
Supports the Senior Programme Manager to oversee the implementation of Johanniter project activities in Uganda ensuring that activities are implemented on time, on budget and in compliance with donor regulations
Ensures that partner project staff understand the donor requirements for the respective projects
Works with the Senior Programme Manager to ensure projects are implemented in ways responsive to communities, in line with Johanniter’s Leadership Guiding Principles and the Johanniter International Strategy and are compliant with donor regulations
Ensures that the cross cutting thematic areas of gender, inclusion are effectively streamlined in project implementation
Works with the Senior ProgrammeManager in identifying potential funding opportunities and actively participates in the proposal writing process when the need arises.
Supports the Senior Programme Manager in reviewing partner narrative and financial reports and data analysis
Learning, Evaluation, Accountability, Documentation and Monitoring
Monitors overall project implementation by both Johanniter and Johanniter’s partners and provides feedback to the project staff.
Together with the PMEAL Officer and partner staff, supports in conducting assessments including needs assessments, baselines and evaluations etc
Contributes to proposal development and programme design, indicator definitions, theory of change development and log frame design.
Coordinates with thePMEAL officer and Partner(s) staff to compile periodic reports with relevant indicator data per grant, showing targets versus actuals and action plans and shares with the project’s teams/managers.
Coordinates with the Johanniter PMEAL and Safeguarding Focal Points to ensure both Johanniter and partner(s) Safeguarding measures are in place
Contributes to organizational learning documentation and dissemination of key findings stemming from monitoring, assessment, and other analyses of project learning activities.
Coordination and Representation:
Represents Johanniter in relevant meetings i.e.co-design workshops, project inception and closing meetings, quarterly feedback and review meetings, project implementation meetings, partner reflection meetings etc.
Facilitates and participates in information sharing among Johanniter staff & partners.
Represents Johanniter at the coordination level and ensures the existence of MoUs with relevant stakeholders.
Partnership Support and Management
Together with the Senior Programme Manager, facilitates and coordinates timely, coordinated and coherent partnership mapping, selection, vetting and management processes
Coordinates and co-leadspartner's project capacity assessment processes, including contributing to
and facilitating the collaborative risk analysis and management.
Co-leads partnership project opening, review, monitoring and closing meetings and ensures partner participation in all project cycle meetings.
Co-leads timely and effective partner program, finance, and compliance review and reflection (monitoring), and work with the Senior Programme Manager to address any project performance issues.
Co-leads the review of the performance of the partner, of Johanniter (on the basis of partner feedback), and of the partnership, including successes, challenges and lessons learned, fostering ongoing partnerships beyond the project cycle to facilitate timely action by Johanniter to address any areas of non-performance as they arise.
Works collaboratively with partners and Johanniter to facilitate systematic and timely partner feedback to Johanniter’s management, improve partnership relationship, including the documentation of, and response to partner feedback and constructively resolve any issues that may arise.
Maintains complete and organized partnership files for each partner
Ensures Johanniter understands partner capacity strengthening priorities and identifies opportunities and plans for Johanniter to support partner capacity strengthening efforts.
Ensures the implementation of partner strengthening and monitoring plans by all relevant departments logistics, programmes finance, monitoring and evaluation) so that partners build effective internal systems.
Person Specification
Profession/Qualification:
Bachelor’s degree in public health, Environmental Science, WASH, Agriculture or other relevant qualification(s) from an accredited academic institution
Experience:
3+ years of relevant work experience in humanitarian assistance or development organizations
Extensive practical experience in partnerships and partnership management with national or international partner organizations
Experience in health and nutrition, WASH, food security and livelihood and/or emergency response programming
Knowledge on climate change adaptation in programming and gender-transformative approaches are an added advantage.
Demonstrated experience and skills in project management cycle
Knowledge of national sector policies and international guidelines including SPHERE and CHS.
Skills:
Excellent communication skills with fluency in English a must; knowledge of local languages is an advantage.
Computer skills: MS Office Suite with use of applications such as Survey CTO will be an added advantage
Strong interpersonal skills required, with the ability to collaborate with others
Willingness to travel and work in remote, rural locations with up to 50% of the time in field sites.
Self-driven, culturally aware and able to work in harsh environments
Ability to meet deadlines/perform duties on time; highly organized
Attention to detail.
