Principal AccountabilitiesChannel Pilotage: Provide marine pilotage in accordance to marine best practices and International Maritime Pilot Association (IMPA) Guidelines, on 24x7 basis, to both hydrocarbon and non hydrocarbon vessels transiting through narrow channels at all times ensuring suitable Under Keel Clearance (UKC).
Harbour Pilotage : Responsible for the safe berthing and unberthing of all vessels with the aid of tugs on a 24x7 basis without supervision, within set parameters, and totally at his own discretion with regards to different operational conditions.
Team Leader : Instruct the Berthing Master and advises the ship''s Master to ensure the handling and safety of the ship, terminal equipment and all personnel whilst the ship is within the jurisdiction of the concession area
Port representative : Acts as CCS Representative on all vessels, always ensuring safe operations.
Emergency preparedness: To be fully conversant with and able to apply emergency procedures to act as first responder and on scene commander until relieved.
Port facilities development: As an expert advisor, assists in preparation of documents relating to marine operation requirements such as tugs and pilot launches, dry-docking of vessels as well as assist in new projects providing valuable expertise on marine related issues.
Assignments as directed: As instructed by Operations manager to undertake assignments related to port operations.
Training : Provide training to national developees and new recruits as instructed by Operations manager.
Decision Making Authority
• Decisions have significant financial impact on CCS port facilities, shipping companies as well as industries.
• Totally independent whilst working the incumbent takes instant decisions, without reference to senior personnel, during emergency situations to avoid/minimise loss of life, environmental and property damage.
• Determines weather conditions as observed, and takes decision to either conduct or
abort channel transit. Piloting may be conducted in highly adverse weather conditions at the pilot''s discretion within CCS Port parameters.
Context / Special Features / Challenges
• Pilots provide timely, effectively and safe delivery of vessels to destination, ensuring minimal impact on export and import of commodities
• During emergency situations, the incumbent makes immediate decision on own knowledge and authority based on procedures and established practices to minimise the extent of damages likely to occur following the incident.
• Pilots are working during non social life timing throughout the year, including holidays.
• Works with diverse nationalities, which often have limited knowledge of English, seamanship and experience, often in adverse weather conditions, and vessels conditions.
Qualifications / Knowledge / Skills / Experience
• Master Mariner (FG) class I or Mozambique Pilots Licence
• A minimum of 10 years Sea going experience as officer of the watch with at least 5 years experience on large size vessel and 5 years as Pilot on all types of vessel.
• Detail knowledge of International, State and Local regulations pertaining to Port operations, logistics, and fully familiar with International Maritime Conventions such as SOLAS, MARPOL, STCW, etc.
• Detail knowledge of the management of large-scale port cargo operations including port rules, regulations, policies and procedures pertaining to operations and activities.
• Extensive knowledge of the occupational hazards and safety precautions of work in a port operations area.
• Good organizational planning skills and able to plan, execute and complete targets without supervision
• Ability to communicate and work with people at all levels of the CCS organisation, both internally and externally.
• Innovative thinker and self-starter with proven leadership.
