Jhpiego is implementing Accelerating Postpartum FP in Primary Healthcare (APIP) Project which is a five –year BMGF funded award, whose overall goals are to; Scale up quality postpartum post-abortion family planning, increase uptake of contraceptive methods among postpartum and post-abortion women during the first-year post-pregnancy at public PHCs, and explore and identify specific interventions for private health facilities at the level of PHCs in the 4 counties:- Makueni, Kakamega, Isiolo and Kwale with opportunity for scale-up to other counties in Phase 2.
We are seeking an experienced individual with excellent organizational and technical skills, who is a team player, dedicated, hardworking, innovative, highly motivated and able to work in a high-pressure environment requiring multi-tasking abilities.
Technical Advisor (Based in Nairobi with travel to counties of implementation)
Reporting to the Project Lead, the Technical Advisor, will provide technical oversight and program management for implementation of the scope of work outlined in the work plan.
S/he will work in close collaboration with the Project Management team, including the technical officers, MER manager and other project staff at project, national and county levels to contribute to quality program implementation with emphasis on accelerating postpartum and post-abortion family planning in primary healthcare (APIP) facilities in Kenya.
This includes ensuring effective organizational management and communication interacting with other projects, Ministry of Health, County Health Management Teams (CHMTs), and national and district stakeholders.
S/he will provide technical guidance, support supervision, coaching and mentorship to technical officers, county/sub county reproductive health coordinators and other health care workers to increase accessibility and utilization of quality post-pregnancy family planning services both at facility and community level.
The Technical Advisor -APIP will also work closely with the Jhpiego international gender advisor to ensure gender mainstreaming for a comprehensive technical and programmatic support in project delivery. S/he will be responsible for the development, implementation and monitoring of the project work plan.
TechnicalProvide overall technical guidance and leadership for implementation of APIP activities at county, sub-county, facility and community levels
Provide technical leadership in the design, analysis, and synthesis of interventions and activities
Ensure the quality and sustainability of interventions particularly in the areas of PPH coverage, implementation research and access to quality medicines
Lead the annual work planning process in close collaboration with project leadership, National Ministry of Health, County and sub-County Health Management Teams, project team and partners
Mentor, support and manage a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
Write and/or review technical components of materials and publications related to APIP and PPFP
Work with Monitoring and Evaluation (M&E) staff to generate and document data; conduct data analysis; document results to guide future implementation; and any necessary course corrections.
Provide leadership for Quality Assurance and Quality Improvement measures in PPFP including community-based activities
Contributes to the capacity building of APIP staff (Jhpiego and KMET partner
staff), health workers and supervisors at health facility and community health volunteers at community levels
Participate in trainings, mentorship, meetings and workshops for APIP deliverables
Leadership
Represent Jhpiego’s interests and present APIP progress, achievements and lessons learned to key Kenyan stakeholders and implementing partners in public and professional circles through meetings, conferences, technical working groups and other fora
Collaborate closely with Ministry of Health across all levels to ensure streamlined implementation to achieve project goal, outcomes and outputs.
Drive project implementation towards sustainability, replication and scale up, working closely with with the Ministry of Health, Council of Governors (COG) and other key stakeholders.
Forge and maintain strong working relationships and alliances with the Kenya Ministry of Health, especially Reproductive Health/Maternal Health/Community Health/Primary Health and County/Sub-county Health Management Teams, as well as other maternal health implementing partners, private sector partners and other key stakeholders in Kenya to maximize resources and avoid duplication of effort
Management:
Ensure timely planning, implementation, management and monitoring of field activities for smooth and efficient functioning
Support development of APIP annual work plans
Provide guidance and support to project staff to coordinate and deliver on objectives
Oversee preparation of activity and quarterly reports in consultation with other team members
Supervisory support to all APIP staff implementing on activity implementation
Oversee the work of APIP consultants
In collaboration with APIP staff, prepare and track the progress of project and activity budgets
In conjunction with the technical team, identify health service provider gaps in knowledge and skills and opportunities for strengthening APIP support to the county, sub-county and community
Contribute in the preparation and implementation of project’s work plans, budgets and technical quarterly and annual reports to the project and its funding agencies
Required Qualifications
Degree in Medicine, Nursing or public health or a related field.
5-8years' experience in successfully implementing successful activities in areas such as maternal, newborn and child health, reproductive health, care and treatment and health systems strengthening
Understanding of the Kenya social and political context, and developments in the health sector
Expertise in Post Pregnancy Family planning as a high impact practices and adaptation to project realities for implementation at facility and community
Previous experience working in Kenya, with intimate understanding of local health system and health systems strengthening, maternal and reproductive health care gaps and opportunities, and solid relationships with government agencies
Demonstrated programming, management and technical skills
Experience developing strategic and tactical plans in cooperation with others who represent a wide range of interests and needs
Fluent in written and spoken English
Proven expertise in providing technical assistance
