Overview: Through funding from the Centers for Disease Control and Prevention (CDC), Jhpiego is implementing the project
'Enhancing Global Health Security:
Expanding Efforts and Strategies to Protect and Improve Public Health Globally.
This award builds on ongoing CDC funded investments to support the Global Health Security Agenda (GHSA) through implementation of programs focused on protecting and improving health globally.
Through this grant, Jhpiego will support Uganda to strengthen surveillance data managing creating a centralized data warehousing, analysis and visualization at designate national and sub-national levels, develop policies, procedures and relevant MoUs for surveillance systems integration, and implement targeted capacity building to data end-users on how to think about data.
At the end of the project life, CDC and MOH expect centrally available timely data for public health action, improved data access and exchange between systems across the country and a resilient data-intelligent workforce.
Position Purpose
The project manager will provide overall technical and programmatic oversight of the GHSA CDC funded program in Uganda.
S/he will support the MOH to strengthen surveillance data management activities at national and sub national levels that include a centralized data warehousing, training MOH and district-based surveillance officers in data analysis, visualization and use, promoting data use at all levels.
The incumbent will also manage the GF-TA and Ebola response projects. The successful candidate will operate in technical and managerial functions whilst overseeing the project.
This is a contract position and is renewable annually based on availability of funding and scope of work.
Specific Responsibilities:
Managerial
1. Provide general leadership and management of the project staff
2. Spearhead and manage the project's planning and budgeting processes
3. Represent Jhpiego at Ministry of Health and Donor engagements
4. Conduct regular supportive supervision of the team
Technical
1. Provide technical leadership and management of the CDC-funded GHSA projects
2. Provide technical oversight for the implementation, monitoring and evaluation of public health policies and programs pertaining to surveillance data management of emerging and re-emerging infectious diseases particularly those with epidemic and pandemic potential in the country
3. Lead project activities with relevant departments of the Ministry of Health and other stakeholders
4. Strengthen the capacity of surveillance officers at the MOH and districts such as the training of surveillance officers on the new Integrated Disease Surveillance and Reporting (IDSR) guidelines, availing the updated guidelines
5. Provide ongoing technical support to the data visualization advisor and M&E manager
6. Coordinate with the
project manager on relevant support to the ministry of health and districts
7. Organize regular meetings with the ministry of health, CDC and other partners
8. Ensure planned activities are implemented and meet Jhpiego quality standards Produce and submit updates and reports to the project manager
9. Undertake other leadership, coordination and management activities relevant to the project
Qualifications:
1. Degree in medicine, health sciences or related field
2. Masters' degree in Epidemiology, Statistics or similar field Field Epidemiology Training Program graduate preferred Must have experience in epidemiology.
Experience and skills
1. At least five years' related experience, at national level, in quantitative epidemiology and the implementation of public health surveillance, outbreak investigation and response in humanitarian settings
2. At least five years' experience in leading and managing donor funded programs and teams
3. Technical expertise in disease surveillance of infectious diseases
4. Knowledge and experience of integrated disease surveillance and reporting (IDSR) guidelines and operating mechanisms
5. Experience working with Ministry of Health is an added advantage
6. Proficiency in analysis. Interpretation and visualization of data
7. Demonstrated skills in training/ orientating teams on active and passive surveillance Proven ability to multitask across various planning and implementation processes within a highly demanding environment.
8. Excellent writing, verbal and interpersonal communication skills in English. Proficiency in Microsoft Office, Epi-info, DHIS2 and other reporting platforms
9. Ability and willingness to travel field locations.
10. The ideal candidate for the role should have experience managing large and diverse teams and experience managing donor relations.
