Summary Scope of WorkIn collaboration with the Federal Ministry of Health (FMOH) and Regional Health Bureaus (RHBs), the Senior SBCC advisor will be supporting Maternal and Neonatal Child health (MNCH) projects that are currently being implemented by Jhpiego Ethiopia.
The MNCH projects support the development and implementation of integrated and improved packages of ANC and PNC, which includes
early identification of pregnancy;
early identification and management of maternal infections and other high risk conditions;
tracking of pregnant women as they pass through the health care delivery system for their prenatal care;
early postnatal care; as well as improving demand for ANC and PNC.
Under the guidance of the Project Director, the Senior SBCC Advisor will provide technical leadership in all SBCC activities.
In order to improve ANC and PNC service delivery and uptake, the candidate will design and implement SBCC strategies to improve community mobilization and advocacy related activities.
S/he will provide guidance and technical inputs to SBCC and Community Engagement /Mobilization strategies that align with and support existing and upcoming government initiatives.
S/he will provide state-of-the-art technical support to the design, refinement, implementation and monitoring of Community Engagement /SBCC strategy drawing from existing government approaches and implementation experiences of national MNCH projects.
S/he will be responsible to the development of impactful, culturally sensitive and cost effective SBCC messages and materials based on local evidence.

Result Areas
Technical Leadership
Provides state-of-the-art technical leadership and support to the development and implementation of evidence-based SBCC strategy for MNCH related activities in line with FMOH strategies and drawing from lessons of large scale MNCH projects.
Leads the incorporation of relevant agendas in the design and conduct of formative researches to generate evidence for SBCC strategy development and planning.
Contributes to the development of appropriate tools to guide/support, monitor and track community engagement and SBCC activities at all levels.
These tools include, but are not limited to, simplified facilitation guides for community level meetings of formal and informal leaders, pregnant women conferences, as well as meeting guides for health extension workers and women development army.
Provides technical support to the development and adaptation of communication materials for the Women/ Health Development Army (W/HDA) to ensure early identification and reporting of pregnant women and deliveries.
Guides and support the systematic documentation of learning on community engagement /SBCC to inform the national level stakeholders including the MOH, donors, other partners and professional associations.
Keeps abreast with ongoing discussions and developments on SBCC and Community Engagement strategies at national level, and uses knowledge to advise on adjusting project strategies.
Program Management and Implementation
Contributes to the development of annual activity plan and periodic review meetings, as it pertains to SBCC
Reviews project data in relation to Community Engagement /SBCC activities and provide feedback to relevant stakeholder
Closely works with the M&E team to design appropriate monitoring and evaluation tools for the Community Engagement/SBCC activities.
Provides technical support and guidance to the field-based team; conducts periodic visits to monitor implementation of planned activities and support the team.
Leads capacity building of the field team to ensure excellent understanding of principles and processes relevant to Community Engagement /SBCC.
Undertakes regular documentation of activities including detail implementation processes, lessons learnt and success stories.
Develops and makes presentations on Community Engagement /SBCC activities to wide range of audiences.
Contributes to donor program reports and other project documents.
Monitoring, Learning and Sharing
Leads the scanning /assessment of existing MNH related SBCC materials and activities to identify potential strategies to adapt and /or scale up.
Maps partners engaged in SBCC /Community Engagement
in the health sector to learn from, share experiences and establish community of practice as appropriate.
Supports the M&E team to regularly track progress, review and interpret results and package for appropriate audience.
In collaboration with the M&E team and under the guidance of the Project Director, uses monitoring findings to develop corrective actions where necessary
Contributes to the identification and prioritizing learning agenda.
Supports the systematic documentation of learning from implementation of the community engagement/SBCC related activities, including documentation of challenges and failures.
Works with the M&E team in the preparation of annual and quarterly work plans, performance reports, and other reports as necessary
Contribute to and engage in shaping and delivering learning agenda, including leading on specific learning pieces as assigned.
Leads /engages in formative and other assessments that help inform the Community Engagement/ SBCC strategy and activities; as well as the advocacy agenda.
Representation, networking and advocacy
Represents the projects and Jhpiego in relevant national level technical working groups and other fora.
Proactively engages in the development of national SBCC /Community Engagement strategies and guidelines; uses such engagement to integrate relevant project lessons and promising practices.
Proactively supports the identification, prioritization and packaging of advocacy agenda in the thematic area; and ensures active participation and contribution to discussions on the same at various fora.
Liaises with other partners in Community Engagement/SBCC at national level including UN agencies, non-governmental organizations, academic and research institutions, professional bodies, and other stakeholders as appropriate for mutual support and to move the advocacy issues forward.
Job Requirements
Education & Qualifications
Master’s Degree in Social Science, Health communication, Communications, Behavioral Sciences, Health Promotion or related field
Eight years of relevant work experience, with minimum of four years progressively more senior experience in designing and implementing community engagement /SBCC programs.
Strong formative research and qualitative research skills
Required Skills & Abilities
Experience in leading the development of SBCC/community engagement /demand creation strategies for large and complex program.
Excellent understanding of the Ethiopian community health /primary health care platform and maternal, newborn and child health programming.
Proven ability to analyze data and write reports that are of high quality
Excellent interpersonal skills including communication, working in a multi-disciplinary team; ability to establish and maintain relationships.
Excellent facilitation, presentation, team building, negotiation and coordination skills.
Strong analytical and writing skills with demonstrated ability to write briefing papers (ability to present complex information in a succinct and compelling manner) and targeted advocacy messages.
Monitoring and evaluation of SBCC strategies and materials as well as related training;
Experienced in pre-testing and concept testing SBCC approaches and content;
Proven track record in utilizing participatory approaches and community engagement techniques for improved health services utilization
Strong organizational skills, and ability to lead a stream of work;
Proficient writing and verbal communication skills in English and Amharic. Knowledge of additional local language of project target regions is an asset.
Ability to think creatively and strategically;
Computer literacy: Microsoft Office (Word, Excel & PowerPoint) Relevant computer software skills (including, at a minimum, the standard application)
