Organisational ContextThe Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, incorporated as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people. The organisation was founded in 1980 and has a presence in 57 countries. JRS undertakes services at national and regional levels with the support and guidance of an international office (IO) in Rome.
The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs. The main services provided are in the field of reconciliation, mental health and psychosocial support, education and livelihoods, and advocacy. Currently, almost 1 million individuals are direct beneficiaries of JRS projects,
Operational ContextThe position is part of the International Programmes & Innovation Department, which is composed of International Programme Officers with a geographical focus, International Programme Specialists in JRS’s priority areas of intervention, the MEAL Unit (M&E, Accountability and Learning), and the Grants Unit.
Livelihoods is a principal area of JRS interventions with projects reaching about 112,000 direct beneficiaries in twenty-four countries, benefiting an estimated 560,000 indirect beneficiaries (2020 figures). The need for such interventions is increasing and more funding is becoming available, so it is likely that JRS will increase its commitment to this sector in the next years. To be able to make such a commitment, JRS wants to increase its expertise in and learning from its livelihoods projects.
Position SummaryJesuit Refugee Service International Office is seeking an experienced Livelihoods Specialist to help develop and implement JRS’s Global Livelihoods Strategy. As a member of the Programmes & Innovation Department, the Livelihoods Specialist will report to JRS’s Professional and Post-Secondary Education Specialist and will conduct mapping and collate learning from existing projects, help develop the livelihoods strategy and accompanying tools and resources.
He/she will provide technical advice to field teams in all phases of the project from design, preparation to implementation and evaluation. He/she will represent, elevate and advocate JRS’s livelihoods programming and strategy with relevant internal and external stakeholders assisting with the development and strengthening of livelihoods programmes and their integration with education programmes globally.
Main responsibilities of the positionThe incumbent will:Map and review JRS livelihoods projects and research livelihoods practices
Develop surveys and carry out mapping and review of current and some historic JRS livelihoods projects (nature, aim, scale, staffing, partnerships, near-future plans, identification of sites and market sectors and skills – capacity gaps), doing follow up interviews and Focus Group Discussions as necessary.
Conduct research on selected organisations’ livelihoods projects to identify learning and good practices (eg Catholic Relief Services)
Develop, in collaboration with Country Teams , the TORs (Terms of Reference) for evaluation, oversight tender process and collate lessons learnt and summary common points.
Develop and disseminate JRS livelihoods, partnership and consortium strategies and guides
Develops Guide and Strategy for livelihoods interventions in JRS.
Develops Guide and Strategy for working in partnerships and consortia.
Develop and manage a Livelihoods “hub” on the JRS SharePoint to share best practices, learning, tools and other resources
With the PPSE Specialist, develop and update the PPSE and Livelihoods SharePoint library of tools and resources, and communicate the strategy, learnings and other relevant information to relevant staff within the Department/Organization
Conduct on site workshops and webinars
to communicate lessons learnt and share best practices
Participate in livelihoods working groups at global level
Contribute to building a community of practice as a forum to share learning and best practice
Increase awareness of JRS’s strategic approach to livelihoods within JRS and amongst its partners and other stakeholders
Conduct training for JRS Country and Project Teams to build their capacity to design and implement livelihoods programming
Test and refine existing training modules for market systems analysis and develop tools
With the MEAL Unit develop and deliver MEAL training in Livelihoods where applicable
Co-conduct training workshops for livelihoods staff from multiple countries
General
Support and provide technical assistance in project design, implementation, and evaluation of JRS livelihoods projects and activities
Qualifications and Competencies
Bachelor’s Degree in Business and / or Development Studies or other relevant field and a minimum of 7 years of experience OR Master level degree or specialization in relevant field plus a minimum of 5 years of relevant professional experience.
Project and Budget management experience.
Proficiency in both written and spoken English is mandatory.
Working level of French.
Excellent writing, editing, verbal communications skills and presentation capacities.
Knowledge of Livelihoods Sector and market systems analysis minimum standards and guidance.
Capacity to think strategically and plan.
Ability to organise and lead training workshops and develop tools for field use building a culture of knowledge sharing and learning.
Working knowledge of Microsoft Office package, Microsoft 365 desired.
Desirable
Working knowledge of Arabic or Spanish is highly desirable.
Previous working experience of faith-based organisations is an asset.
Travel
This position may require some travel to JRS locations

Terms and Conditions
Please note that this position will be based in Rome, Italy or Nairobi, Kenya.
Contract is for one (1) year with an initial probationary period of 3 months and possible extension based on funds availability and performance. The JRS remuneration policy is aligned with the JRS ethos to offer effective and professional services and at the same time express solidarity with the people served. The salary range start at € 48.000
