    Position in Brief

  • The Global Supply Chain & Logistics Manager is responsible for the high quality, efficient, and compliant execution of supply chain management and logistics in JAM International.

    Scope

  • The Global Supply Chain & Logistics Manager is responsible for setting strategies, policies, systems and procedures for the efficient, effective and compliant execution of supply chain and logistics, at all levels of the organization.

  • This encompasses procurement planning, buying/sourcing, sea freight, airfreight, land (rail & road) transport, port operations, customs clearance, storage & warehousing, air charters and UN flights coordination, fleet management etc.

  • It includes establishment and management of relevant systems & policies.

  • The scope includes ensuring appropriate staffing levels, personnel training, compliance management, proposal & budgeting, development of procurement plans and cash-flow management throughout the project life cycle (from design to close-out).

  • The Global Supply Chain & Logistics Manager will have technical line management for the supply chain and logistics teams at Country Office.

    Key Performance Areas

    Team Development/Leadership

  • Oversee, direct, and organize the work of the supply chain and logistics teams both at the global support offices and in the Country Offices.

  • Promote a culture of compliance, ethical behaviour, integrity, high performance and continuous improvement that values learning and a commitment to quality.

  • Build the capacity of Supply Chain and Logistics Officers at Global and Country levels and provide back-stopping and gap filling as needed.

  • Mentor and develop staff using a supportive and collaborative approach: assign accountabilities, set objectives, establish priorities, and monitor and evaluate results.

    Technical Leadership

  • Lead the organization to excellence in all aspects of supply chain and logistics.

  • With the Chief Operations Officer, review and improve relevant policies, ensure high quality standards and SOP’s across all countries

  • Build a strong community of practice across the organization.

  • Lead improvements to enhance the organization’s ability to do more with less.

  • Strengthen JAM’s delivery, reduce lead times, mitigate and avoid delays, losses, demurrage, port charges, and other identified risks.

  • Participate in Country Office operational audits to identify deviations and related operational risks (risk from a compliance perspective), and design support interventions to address weaknesses identified

  • Participate in Country Office annual budgeting sessions and in specific project budgeting

  • Responsibility areas for global offices include:

  • Development of a reliable local and international supplier database

  • Procurement management (sourcing & buying)

  • Commodity Tracking System and Reporting

  • Contract and liaison with transport, shipping and storage companies

  • Responsibility areas for Country Offices include

  • International Procurement Management on behalf of
    Country Offices (sourcing & buying)

  • Liaison with port authorities, shipping, transport and clearing & forwarding agents

  • Capacity building for Country Office Supply Chain & Logistics Staff

  • Alignment of supply chain, procurement & logistics policies and procedures

  • Assets Tracking & Inventory

  • Oversight for Warehouse and Inventory Management System & Procedures

  • Country Office Fleet Management Policy (including JAM owned and leased vehicles, boats or other motorized equipment)

  • Manage the contracting, leasing and invoicing of JAM’s logistics assets including trucks, boats, TLB (yellow digger) etc.

  • Management of the rapid deployment logistics team to support new offices during emergencies or new program setup

    Compliance

  • Demonstrate ongoing commitment to fraud detection, risk reduction, and fraud reporting, ensuring compliance with JAM International’s policies and procedures, donor regulations and local laws.

  • Ensure that vendor eligibility screening is carried out per required procedures including PSEA adherence at Country Levels.

  • Work with Finance and Compliance focal points to assess compliance with internal controls and required logistics documentation. Ensure that risks associated with logistics are evaluated regularly and plans are developed to mitigate any identified risks.

  • Review logistics documentation, internal and external audit reports to detect procurement related risks. Work with country teams to implement corrective measures

    Qualifications and Requirement

  • A Bachelor degree in Business Administration, Supply Chain Management, international development, or a related field

  • A minimum of 10 years of experience with INGOs at field as well as HQ levels with a minimum of 3 years of experience specifically in a logistics role at a senior level.

  • Experience in Humanitarian operations that specifically includes supply chain and logistics.

  • Knowledge of international shipping terms and port operations

  • Knowledge of international and country specific customs requirements

  • Preferable to have knowledge or expertise in field of IT systems, software and devices. Prior experience with logistics software solutions (desired);

  • Proven track record of success preferably within fragile settings, emergencies and developing countries.

  • Strong, positive track-record of collaboration – able to work with diverse teams in diverse locations, engaging their input and commitment to success

  • High level of organization and decision-making skills working in a fast-paced work environment

  • A systematic approach to work

  • History of developing and communicating departmental vision and strategy to directors

  • Excellent communication skills, written, oral and listening

  • Experience in remotely managing a team of 7 or more members

  • Creative with the ability to think outside the box

  • Experience in managing all forms of service contracts

  • Experience with donor specific procedures (USAID/OFDA, DFID, EU, ECHO, UN required)

  • Experience with budget management and the ability to prepare timely, complete and accurate reports

  • Evidence of the ability to plan for, and conduct training in all areas of logistics for national and international staff

  • Commitment and demonstrated skills to build national staff capacity in the areas of logistics management, supervision and monitoring;

  • Strong organizational, problem-solving and analytical skills

  • Strong interpersonal, management and leadership skills

  • Ability to work in a participatory manner with staff to assess needs, implement and monitor activities

  • Valid International driving license

  • Willingness and ability to travel extensively.
