Purpose of PositionThe Finance & Grants Manager is responsible to manage and supervise financial planning, budgeting, treasury and financial reports on JAMSS’s activity, in line with JAM’s policies and procedures and with donor regulations.
The Finance & Grants Manager is responsible to guarantee a proper financial, accounting and administration management, the compliance with legal framework in the country, and the quality of JAMSS’s activities.
The position also contributes to the development and implementation of organizational and funding strategies, policies and practices.
Key Responsibilities
Elaborate annual country budget and project donor’s budgets.
Analyze and follow up project and country budgets, taking into account each donor’s requirements and internal JAMSS regulations.
Prepare timely accounting and financial reports as well as cash requests.
Oversee monthly and quarterly financial reports to donors, ensuring these are in line with donor requirements and program activities.
Maintain an up-to-date accurate accounting system, including computer data entry and Paper file system.
Establish internal financial and administrative procedures compatible with the country's laws and the organization’s global policies.
Ensure appropriate documentation of projects for accountability and future donor Inspection and or internal audits.
Ensure training to local partners in financial resources management.
Guarantee that administrative and purchasing procedures are adhered to and follow the criteria established by JAM and donors.
Oversee training of finance staff and provide technical support to country program
Contribute to short and long-term organizational planning and strategy as a member of the management team.
Support the country program with the development of the annual funding strategy.
Maintain a strong working relationship with other management team members.
Participate in donor budgets development for new proposals following proposal guidelines and templates.
Monitor programme budget implementation and ensure that expenditures are within the approved budgets.
Ensure quality information management through regular maintenance of grant files, updating of Grant Matrix and developing other Grant Unit tools.
Present & facilitate
review of actual to budget expenditures with Country Director, Program Manager, Sector Managers and Field Site Managers.
Review and account for procurement transactions to ensure adequate supporting documentation, accuracy of amounts and control over payments.
Skills/competencies
Languages: English is essential
Computer literacy.
Ability to work and stay in difficult field conditions and deliver.
Detailed orientated with the ability to oversee projects from origin through execution.
Willingness to learn and ability to conceive JAM’s vision and passion.
Strong and effective communications, both oral and written.
Ability to work under pressure and flexible to work late hours to meet deadlines.
Ability to inspire, encourage, train and motivate your colleagues
Qualifications
Education/Knowledge/Technical Skills and Experience
Must hold a Master’s degree in Finance /Accounting.
Professional Accounting with ACCA/ACA/CA/CPA/CIMA/CIA or equivalent certification preferred.
At least 5 years’ experience in financial management, with sound understanding of working with an international NGO.
A wide working knowledge of major donor regulations with particular bias to major Multilateral and Bilateral donor funding.
Knowledge and experience of international and local donor funding environment, including financial reporting requirements, trends and procedures.
Experience and flexible approach to managing and prioritizing a high workload and multiple tasks.
Excellent computer skills and proficient in excel, word, outlook, power point and access, and Sun-systems.
Excellent organizational skills, including the ability to plan comprehensively, set priorities, and manage multiple projects/deadlines efficiently.
Strong communication skills, with excellent written and spoken English.
Proven ability to provide support, guidance and training to financial and nonfinancial teams.
Excellent interpersonal skills, ability to work with discretion regarding confidential information, possession of sound judgment and attention to detail.
