ISS Regional Organised Crime Observatory Coordinators, ENACT Organised Crime Project Jobs in Kenya
The ISS seeks to appoint four Regional Organised Crime Observatory Coordinators for the ENACT project. The project works to strengthen policy and technical interventions to address transnational organised crime (TOC) in Africa, based on locally sourced and relevant research and analysis.
Coordinators will be based and work in the following regions:
Dakar for West Africa
Nairobi for East Africa and the Horn of Africa
Addis Ababa for African Union (AU) engagement and North Africa
The successful candidates will be responsible for building networks and maintaining relationships with counterparts and key stakeholders to support national or regional responses to organised crime issues.
Successful candidates will bring and maintain an understanding of the regional and national environments, specifically focused on government and civil society responses to transnational organised crime and development. Coordinators will be expected to identify and recommend priorities for research and intervention.
The successful candidates must be delivery focused, have demonstrated experience in networking, stakeholder engagement and advocacy. Experience in qualitative research and writing for a variety of audiences is desirable. Proven excellence in presentations and familiarity with a range of virtual meeting platforms is essential. Coordinators will report to the Programme Head.
Overview of Duties
Build networks and maintain relationships with key stakeholders, including the AU, African inter-governmental institutions, regional and national government officials, law enforcement and criminal justice practitioners, EU representatives, civil society and the media
Actively promote the dissemination of research findings through convening meetings, briefings and seminars to key stakeholders and audiences, in liaison with the ENACT team
Identify policy support and implementation needs of stakeholders and work with ENACT team to deliver assistance as required
Gather and share regional and national information with the ENACT team, and assist in identifying and responding to the needs of stakeholders
Maintain a current understanding of the regional and national environments, including key TOC problems and responses, key actors, and make recommendations to programme team on priorities for research and action
Identify technical support priorities of stakeholders and respond together with the broader ENACT
team
Prepare written reports as required by the programme
Ensure that all expenditure (including travel, procurement and sub-contracting agreements) complies with required financial rules and procedures
Overview of Requirements
Tertiary qualification in governance, development, security and policing or related relevant discipline
At least 7 years’ experience in policy support or technical assistance relating to inter-governmental institutions, national governments and/or civil society organisations in the specified region
Demonstrable knowledge relating to transnational organised crime, development, crime and security, customs, corruption, or related field in the specified region
Excellent verbal and written skills in English. Excellent verbal and written skills in French is a requirement for the positions in for Dakar and Addis Ababa, and desirable for East Africa
Demonstrable interpersonal and networking skills, including the ability to work in a multi-cultural environment, and to establish effective working relationships within and outside the organisation with a diversity of stakeholders
An extensive existing network among the project’s stakeholders; networks in the TOC or related fields would be an advantage
This will be a delivery based contract for a fixed-term period of 15 months, preferably from 1 October 2020 to December 2021, and may be renewed subject to project requirements, funding and satisfactory performance.
