Job SummaryUnder the supervision of the Project coordinator, the M&E officer responsible to provide technical support for the MEL activities of Family focused HIV prevention, care and treatment activities in ISHDO implementing 12 towns of Oromia region.
The MEL officer is also responsible for the collection of strategic information, analysis, and dissemination for evidence based data use for decision-making and overseeing the implementation of the project’s MEL activities in close coordination with technical staffs and partners.
The MEL officer will collaborate with central technical team and Partners in the implementation of electronic community case management through Unified data system and support the rollout of capacity building to Implementing partners in the catchment towns.
S/he ensure that routine data quality assessments and/or data quality monitoring activities on a quarterly basis develop and implement data quality improvement.
MEL officer will support ISHDO data collection tools are in place to track activities, output and result level indicators and ensure that accurate, verifiable, and complete data (expenditure, MER and HFR) are reported to USAID and PEPFAR in a timely fashion from the catchment towns.
Job Responsibility
Support the development of MEL, Performance monitoring plan of the project in close collaboration with program team
Facilitate capacity building training on Unified data system, data capturing, analysis and reporting to IPs and field staffs.
Responsible for tracking ,monitoring on regular bases HFR,MER and custom indicators and data visualization for the project targets and reporting
Support the development of quality improvement /quality management activities that defines, monitors an analyzes HIV prevention ,care and treatment activities of the implementation towns
Support the Use of commcare application electronic database for client data record and visualization to Partners in the catchment towns
Undertakes
routine data quality assessments necessary for the program systematically
Conduct of assessments and surveys, analyzing data collected, and facilitate the use of data for decision-making as needed.
Undertake the preparation, dissemination of best practices, project briefs, and success stories.
Produce timely, accurate, and complete reports that meet USAID standards and requirements from catchment towns.
Managing and safeguarding data collection, train program staff, and supervise M&E activities of staff and sub-grantees;
Job Requirements
Required education and experiences
MSc / BSc in public health or Monitoring and evaluation or related field required,
3/5 years of progressive experience in
Monitoring and evaluation in similar settings respectively, at least 2 years of experience in PEPFAR/ USAID funded programs for HIV Monitoring and evaluation, preferably in an NGO setting.
Skills and experience in monitoring, recording keeping, and reporting of the HIV prevention, care and treatment programs using the USAID web-based data base system commcare etc.
Other Skills
Effective communication skills
Ability to work and deliver in teams
Fluency in spoken and written English ,Amharic and local language knowledge in Oromiffa.
Fluency in Microsoft Office
