Job SummaryUnder the supervision of the Project coordinator the HIV service officer is responsible to lead the technical oversight and support for the HIV service related activities of the activity of Family focused HIV prevention, care and treatment activities in ISHDO implementing 12 towns of Oromia region. The scope focuses specifically HIV case finding through index case testing, HIV self-test, linkages to treatment, adherence support including assessing HIV risk, comprehensive referral case management and tracking of referrals.
She/he provides evidence-based technical support to the implementation of strategic approaches to learning and leveraging HIV care and treatment PEPFAR clinical and community programs .
She/he attend meetings related to HIV case finding, care and support with local government stakeholders, partner organizations and different community structures.
The HIV service officer will also work closely with other project staff in the retention and adherence of PLHIV on treatment to ensure viral suppression.
The HIV officer will be responsible for achieving deliverables and targets assigned for ISHDO in project implementation towns, document, report activities and perform other duties as assigned by supervisor.
Job Responsibilities
Collaborates with the central ISHDO team to achieve project objectives and strategies, to deliver targets and the operational plans of the project
Closely work with project staffs and support technically in the activities on HIV case finding through index case testing ,HIV self-testing ,improve engagement , retention and adherence of PLWHA in care in the operating towns ,
Support the adaptation of frameworks ,guidelines and job Aids on HIV service delivery to the project target in collaboration with partners
Lead or participate in integrated HIV service delivery trainings and rollout to community volunteers under supervision.
Support evidence based innovation techniques for HIV case finding ,retention and adherence
Support mentoring and coaching of volunteers and town level assigned staffs and on HIV service care and treatment activities of the project
Participate in regular joint supervision mission with stakeholder to
ensure quality service delivery
Represent ISHDO team in TWG ,taskforces on HIV services delivery at Zonal or regional Health and town offices ,and other stakeholders as needed
Assure compliance to HIV service standards and procedures other regulatory standards established by FMOH and USAID
support the development of annual work plans , reports and other reports as needed
Participates in quality improvement and quality management initiatives with the team
Prepare and submit regular and timely performance monthly and quarterly reports to the project coordinator
Job Requirements
Required Education and Experience
BSc /MSC in health science is required,
3/5 years of progressive experience in OVC programming in similar settings respectively; at least 2 years of experience in PEPFAR/ USAID funded programs for HIV/AIDS, preferably in an NGO setting.
Specialized knowledge and demonstrated expertise in comprehensive HIV services which is necessary for strengthening service delivery is required.
Previous experience, with USAID, PEPFAR, or other USG health programs required.
Skills and experience in monitoring, recording keeping, and reporting of the HIV prevention, care and treatment programs using the USAID web-based data base system commcare etc
Personal Skills
Effective communication skills
Ability to work and deliver in teams
Fluency in spoken and written English and
Amharic and local language knowledge speaking in Oromiffa
Fluency in Microsoft Office
