Background of the project In times of crisis, access to justice by affected populations – whether to informal or formal justice systems – is often deprioritized. Access to justice is frequently considered a development issue or a very sensitive type of programming. During crisis, particularly those characterized with rights violations, there are often perceptions by humanitarian actors that the existing systems may not be of interest or even harmful to victims of violence, and can reinforce discrimination, inequality and practices of violence.
And yet still, even in these situations, women, girls, boys, men, person with disabilities and LGBTQIA+ continue to seek justice through these structures which in some instances can lead to more harm. Because humanitarian actors are either unwilling or lacking capacity and understanding on how to navigate the justice mechanisms, humanitarian action tends to exclude access to justice or include it in a very limited way at the onset of a crisis and in humanitarian response plans.
The IRC has launched a new two-year initiative entitled, ‘Strengthening capacity to deliver access to justice programmes for crisis affected populations’ funded by the Swedish International Development Cooperation Agency (Sida) – from April 2023 – March 2025. This project aims to strengthen capacity to deliver A2J programming in crisis.
The project will support analysis of formal and informal A2J systems with linkages to operational action in prevention and response to protection risks in crisis contexts. This initiative will deliver improved protection to crisis affected people through strengthening legal protection programming and ensuring that tools are available for A2J programming in humanitarian responses that are grounded in high quality needs analysis.
The project will take the global conceptual framework of A2J programming and develop operational crisis response A2J tools reinforcing community driven approaches for A2J programming. The project aims to achieve two major results:

Result 2: Adapted paralegal approach to humanitarian crises

Scope of Work:
The Consultant will develop a suite of tools to support the design, implementation and evaluation of paralegal programs in crisis and post crisis times.
Deliverables:
The consultant will develop a suite of tools for a paralegal model and training toolkit as per the attached annex, that will support:
Defining which paralegal models and modalities to adopt.
Capacity and skills training for paralegals.
Implementation of paralegal programs.
Sustainability of paralegal programs.
Monitoring, evaluation and supervision of paralegal programs.
The suite of tools shall include guidelines on engaging with and service provision to women
and girls, children, persons with disabilities and minority groups.
Qualifications
Advanced degree in humanitarian law, international law or related field.
At least five years of experience implementing and managing protection, rule of law and access to justice programming in humanitarian contexts;
Demonstrated experience developing paralegal program tools and training manuals in crisis and post-crisis contexts.
Strong technical and previous experience in developing protection guidance, operational protection tools and training curriculum
Demonstrated experience with humanitarian emergency contexts (MENA; West Africa; East Africa preferable)
Knowledge and experience in developing and implementing access to Justice strategies desirable.
Experience delivering similar consultancies for rights focused international NGOs or development organizations, preferably in similar contexts.
Experience working online and coordinating with multiple technical actors and countries.
Good communicator with strong organizational, time management and analytical skills
Excellent inter-personal, cultural and diplomatic skills
Flexibility to adapt to changing requirements.
Fluency in French and English, with strong working knowledge in both

Template on linking paralegal toolkit with legal analysis to create training content.
Guidance on competencies and skills for community paralegals in formal and informal justice settings.
Easy to read factsheet format for paralegals / Powerpoint training template.
Implementation support tools
Checklist paralegal assessment tool.
Roadmap template (including emergency phases)
Budget and logistics guidance template
Coaching and supervision tools
Paralegal program monitoring and evaluation toolkit
Justice systems engagement template (formal and informal justice systems)
Follow up and sustainability support tools
Paralegal program sustainability toolkit
Project closure and exit checklist.
Monitoring, evaluation and supervision support tools
M&E database and dashboard (PowerBI)
Client satisfaction survey template
Template on establishment of client feedback and community engagement frameworks
Community and Customary and informal justice (CIJ) system and impact valuation template and assessment tools.
