Job Description

  • IRC is seeking an Advocacy and Communications Manager, based in Kampala for a Euro 30 Million, five year, urban livelihoods program: Refugees in East Africa: Boosting Urban Innovations for Livelihoods Development (RE:BUILD).

  • The RE:BUILD program is funded by the IKEA Foundation and will be implemented in Kampala and Nairobi. The IRC is the Lead Partner and will coordinate a consortium of local and international partners to deliver the program.

  • RE:BUILD seeks for urban refugees and vulnerable host residents to achieve economic self-reliance and benefit from strengthened urban economic, regulatory and social environments.

  • RE:BUILD will aim to enable change at varying levels, from better access to livelihoods opportunities and inclusive services within communities, to improved refugee-related policies and more targeted and effective service delivery from national, regional and global actors.

    Job Overview

  • The Communications and Advocacy Manager will be a member of the RE:BUILD regional project management team and work closely with the regional advocacy team based in Nairobi, as well as the global communications team based in New York. The position will lead on advocacy and communication products to engage internal and external stakeholders and support country project teams in Nairobi, Kenya and Kampala, in the implementation of the IKEA funded RE:BUILD project.

  • The role will work closely with the Project Director, and each country office to collate, analyze and share information and tailor communication and advocacy products and messages to various audiences.

    Duties and Responsibilities

  • Jointly work with the Regional Policy Advisor to develop an engagement and policy influence strategy for Re:Build. Closely monitor and document policy debates, changes in policies, and shifting strategies and ensure relevant information is disseminated to project staff in a timely manner

  • Work with the Global partnership and program communications team to develop and implement a communication plan, ensuring IRC internal communication policies and protocols are appropriately reflected and that key advocacy messages and recommendations are included within relevant press materials

  • Collaborate with the Global and Regional Policy Advisors to prepare evidence-based policy briefs, presentations, advocacy statements, talking points, training materials

  • Work with global communications team to collect and develop communications materials (e.g. media stories, photographs, video footage for external news outlets and social media) to raise project visibility via earned media and across IRC digital channels

  • Identify and keep abreast of appropriate opportunities and points of leverage where Re:Build can influence, intervene or contribute
    to relevant policy processes or help raise IRC profile

  • Contribute to relevant policy research, key studies and reporting at regional and country levels and coordinate the baseline and endline policy evaluations

  • Track key events, fora and meetings in Kenya and Uganda and work with IRC regional Advisor, key actors, and IRC staff to coordinate representation, attendance and sharing on Re:Build lessons.

  • Act as a focal point for communications with consortium partners and ensuring all actors are aligned with and effectively implementing communications deliverables and branding expectations.

  • Act as the project spokesperson on advocacy issues where appropriate and take part in relevant country advocacy, as guided by key stakeholders and present key messages

  • Collaborate around the drafting of key messages and communications materials on livelihoods and economic self-reliance for urban refugees

  • Manage key visibility events for Re:Build eg project launch, exhibitions, physical and virtual policy conferences.

    Qualifications

  • Advanced degree from an accredited university in education, public policy, or related field.

  • At least 5 years of relevant advocacy and communications experience with 3 years’ work experience with any INGO in a similar role

  • Proven track record of and knowledge of engaging with government priorities, systems, and structure.

  • Demonstrable experience and understanding of the refugee and livelihoods sector.

  • Demonstrated success in developing advocacy and/or communications strategies.

  • Experience in collecting and developing content from the field, producing compelling communications materials and working with media

  • A “big picture” thinker, bias for taking action, loves to drive projects independently while collaborating cross-functionally, highly organized, with strong time management skills

  • Excellent written, oral and interpersonal communication skills, with the ability to craft and deliver presentations to large and small groups; deep understanding of grammar, strong attention to detail and fine-tuned editorial skills

  • Knowledge of common software (MS Office) and graphic design skills, including ability to create aesthetically pleasing, donor-compliant and engaging materials for a wide audience.

  • Previous work experience in Uganda or Kenya preferred

  • Fluency in English is required.
