IPPF Program Specialist - Gender, Inclusion and Humanitarian Response Jobs in Kenya


Job Purpose

  • The job holder is responsible for providing IPPFAR a performing and sustainable Gender, Inclusion and Humanitarian response programmes

  • To provide strategic and technical guidance to assure achievement of the overall regional programmes related to Gender, Inclusion and Humanitarian response

  • To ensure mainstreaming of gender and inclusion issues are included in IPPFAR programming, including humanitarian programming

  • To lead and strategically guide regional SRHR humanitarian response for Internally displaced persons (IDPs), refugees, marginalized and disadvantaged communities and other vulnerable groups

    Key Tasks

    Programs

    • To design and deliver realistic and pragmatic gender mainstreaming strategies that will lead to positive gender equality outcomes in the region

    • To provide technical guidance to guarantee effective integration of gender throughout the humanitarian programme cycle (HPC) including support to the development of humanitarian response plan (HRP)

    • To develop approaches on gender mainstreaming to ensure the content of national HRP highlight and address gender concerns and that members of humanitarian’ clusters have increased capacity to respond to emerging gender priorities

    • To provide guidance and coordinate with relevant actors and partners to increase the participation of women’s organizations in the humanitarian action decision making process at different levels

    • To monitor social, environmental, political strife, and other events on the continent that pose wide scale instability on livelihoods of populations and guide on intervention strategies.

    • To design and guide the implementation of a harmonized humanitarian response in line with existing best practices and IPPF humanitarian strategy

    • To develop guidelines that enable preparedness, program design, proposal writing, service delivery and supply chain and can be adopted / adapted to enhance readiness and appropriateness of humanitarian interventions

    • To establish a system that allows in the event of a sudden-onset crises, the timeliness of developing proposals and driving an immediate response to save lives

    • To develop, review, diffusion and use of technical tools, policy statements, guidelines, standards, framework relating to Life-saving SRH services

    • To collaborate with member associations in mapping out areas of conflict at country level and establish intervention areas, conducting needs assessment and reviewing HPC and project proposals.

    • To coordinate restricted projects that focus on humanitarian response and/or gender and Inclusion where applicable

    • To ensure Sexual & Gender Based Violence (SGBV) services are well integrated within the essential package of SRH services provided by member associations

    • To develop service providers and clinical managers training programmes and activities that improve their attributes and technical competences to provide effective quality SRH services for boys and men

    Partnerships and Inter-departmental / inter-office Collaboration

    • To mobilise additional funds to develop and strengthen and/or sustain ongoing Humanitarian response, SGBV, and Gender programs in the region in an accountable manner

    • To provide support in the preparation and implementation of any regional donors’ meetings

    • To create and maintain database of organisations/consultants working in the area of IDPs, migrants, refugees and other vulnerable groups in the region.

    • To create a platform for partnerships with other key players working towards IDPs, refugees and other vulnerable groups at
    regional level

    • To promote and facilitate intra and inter regional collaboration/training and sharing of lessons and experiences related to Gender, Inclusion and Humanitarian response programming

    • To identify and support to document successful innovative Gender and Inclusion reviews and IDPs, Refugees and other vulnerable groups’ projects and experience in the Region for publication as appropriate.

    • To collaborate with other IPPF offices or member associations for Gender assessment/audit within the secretariat and/or the federation

    • To assist the External Relations and Communication department and African Union Liaison Office in developing initiatives to ensure regular and consistent advocacy on gender concerns

    • To collaborate with the humanitarian hub to a substantive technical capacity development of regional clusters’ member associations in Humanitarian response, including the Minimum initial service package (MISP)

    • To collaborate with MAs to access IPPF Stream 3 funds and implement Life-savings projects that are designed to ensure that people of all genders will benefit equitably during crisis

    • To ensure program representation in key strategic Gender and social inclusion technical working groups and forums at regional and national levels

    • To collaborate with External relations and Communication department to build strategic partnerships with the government, civil society, bilateral and multilateral organisations to implement Humanitarian response and Gender sensitive support programmes in the region

    Other

    • To actively engage in all priority initiatives in the Programmes Department including but not limited to the quality of care, task shifting, digital health and enabling services initiatives to streamline Gender and Inclusion components

    • To contribute to the regional office strategies on enhancing restricted funded project delivery

    • To work closely with the Lead SRHR Programme Specialist and other colleagues to advance departmental agenda

    • To provide advice to the immediate supervisor and the Head of Programmes Department on adolescents and youth programme/policy issues

    • To undertake other reasonable assignment as may be requested by her/his supervisor from time to time

    Education

    • Master’s degree or equivalent in women’s and/or gender studies, public health, social work or any other related field

    Work Experience

    • At least six years’ experience in similar position, or in humanitarian affairs, programmes management of community, women and marginalised groups development

    • Two years of experience in the related area at the international level is required

    • Significant experience of effectively managing budgets in line with donor requirements

    • Experience in networking and social network

    Languages

    • For this post fluency in English and French (both oral and written) is required.

    • Knowledge of Portuguese is an advantage
