Innovations for Poverty Action (IPA) is an international non-profit research organization dedicated to discovering and promoting effective solutions to global poverty problems.

  • IPA works in partnership with development partners and academic researchers to create and evaluate approaches potential solutions to poverty problems using randomized evaluations in the fields of health, education, microfinance, governance and agriculture.
  • We also mobilize and support these decision makers to use these solutions to build better programs and policies at scale.

    About the project:

    A universal basic income (UBI) is a recurring, unconditional cash transfer sized to meet basic needs and paid to all members of a society.

    Proponents argue that a UBI has the potential to eliminate extreme poverty and to counteract the harmful effects of rising inequality in wealthier countries.

    The objective of the project is to test the hypothesis that a universal basic income is an effective way to eliminate extreme global poverty.

    In addition to informing policy debates over the adoption of a UBI, our study design will also let us address deeper conceptual questions about the design of social protection in emerging markets.

    Our implementing partner on this study is Give Directly, who will be delivering the cash transfers.

    About the Position:

    The Data Field Manager under the general supervision of the Research Associate and within the limits of Innovations for Poverty Action-Kenya policies will be responsible for the smooth implementation of data processes for the UBI project.

    Below is a list of some of the general duties and responsibilities of the Field Manager-Data to be carried out as needed according to the determination of the Research Associate.

    The commitment sought for this position is a minimum of 4 months. This position will be based in either in Nairobi / Siaya / Busia (optional).

    Duties and Responsibilities:

  • Designing smooth, functioning and timely data flow between various project activities according to Standard Operating Procedures.
  • Use STATA to: process and clean data, prepare summary statistics, and assist in preliminary analysis
  • Develop CAI code repositories for standard questionnaire sections
  • Ensuring proper storage of all computer data including regular backups.
  • Prepare daily checklists in Stata for field team and ensuring that all the tracking tools tally with the data
  • Ensure appropriate computer security on devices handling data using password protection and encryption
  • Helping in piloting and pretesting the survey instruments
  • Work closely with the team to ensure data protocols are followed. Ensure all staff comply with all policies and procedures related to data protection.
  • Support RA in any other tasks as needed by the project
  • Developing data quality assurance tools including back checks, high frequency checks, and spot checks.
  • Ensure high-quality data entry by overseeing processes including double-entry and hardcopy checks
  • Conducting spot checks for the field enumerators and providing feedback accordingly.
  • Developing data collection instruments for computer-aided interviews (CAI) using Survey CTO for phone surveys and normal field-based paper questionnaires.
  • With the rest of the project management team, train teams on electronic survey implementation

    Qualifications and Experience:
  • Bachelor’s degree or Diploma
  • Prior work experience (1-2 years) conducting data processes in developing contexts collecting quantitative data. STATA experience and SurveyCTO (ODK) programming required
  • Experience, designing survey forms and implementing data flow process and quality checks required
  • Ability to manage and clean complex datasets, using STATA.
  • Excellent management and organizational skills.
  • Demonstrated ability to manage data flow processes and data collection at various levels
    Flexible, self-motivating, able to manage multiple tasks efficiently, and team player.
  • Strong communication skills with fluency in English and Swahili.
