  • Under the overall supervision of the Regional Director for Southern Africa the direct supervision of Senior Regional Resource Management Officer (SRRMO) and in close coordination with the staff of the Regional Migration Data Hub (RMDHub) for Southern Africa, the incumbent will oversee ICT support to IOM operations in the Region and assist with the coordination and implementation of the RMDHub and Displacement Tracking Matrix (DTM) data management initiatives.

    In particular, the Regional ICT and Database Officer support will include the following: ICT Support:

  • Support and monitor the implementation of the Regional ICT Strategy and corresponding action plans pertaining to the Region and its alignment with the overall Regional and Global ICT strategy.

  • Provide technical guidance, and support to the Country Offices (COs) ICT Teams; and participate in recruitment process of ICT staff in COs. Support CO ICT staff in evaluating, identifying, and reporting on resources required (human or financial) and specific ICT requirements in the region

  • Promote synergies, harmonization, and alignment of the ICT activities in the Region and globally.

  • Promote and support Regional ICT resources sharing, aimed at streamlining ICT support and improving overall efficiencies of the ICT Team. Participate in the development and implementation of multi-country ICT projects.

  • Ensure appropriate coordination and information sharing within the Regional Office and with ICT Central Teams on ICT activities and projects/ programmes.

  • Contribute to raising awareness and building the capacities of IOM staff about new technologies, ICT initiatives and projects.

  • Support the technical implementation for projects with significant ICT component developed by COs in the Region and ensure that the ICT component of endorsed projects are consistent with the ICT Strategy, policies, and relevant instructions

  • Provide technical and administrative support and guidance to mission management for the adequate planning and provision of ICT systems, services and equipment.

    Regional Migration Data Hub Support (RMDHub):

  • Support RMDHub and DTM activities with IT-related aspects of Information Management initiatives and coordinate the development, design and maintenance of databases and data collection and storage tools to facilitate a regular and reliable integrated mechanism for information management across RMDHub and DTM activities.

  • Ensure the process of data cleaning, consolidation and harmonization within RMDHub and DTM country, regional and global databases in line with HQ’s DTM methodological framework and IOM’s technical Information Management requirements (data cleansing, migration, integration, and quality control).

  • Propose the design of and apply methodologies and data collection tools for thematic surveys and assessments.

  • Supervise data collection processes and data management activities including encoding, storing, and transferring data as well as processing. Prepare and implement proper backup, restore, data validation, and security procedures to ensure data integrity and availability.

  • Support in the maintenance of a geographical information system (GIS), and GIS/ database integration.

  • Create and maintain documentation of the Database environment.

  • Assist with the development and maintenance of web-based applications and reporting tools, including the RMDHub online portal.

  • Conduct preliminary analysis of data collected through DTM and other exercises and provide inputs for the development of information products that best visualize and disseminate the information, in close coordination with the Regional Data Hub. 17.
  • Support with IT aspects of management, reporting and analysis of data for donors and other stakeholders.

  • Provide user support, guidelines, training materials and training sessions on the deployment, use, operation and maintenance of databases and data collection systems to government authorities, programme staff, and implementing partners.

  • Undertake duty travel in support of Country Offices when necessary.

  • Any other duties that might be assigned.

    Required Qualifications and Experience
    Education:


    • University Degree in Computer Science, Information Technology or related field of study with at least 2 years of work experience or

    • Master’s Degree in the aforementioned field of studies with relevant work experience

    Experience

    • Solid experience, on implementation and administration of Microsoft Windows 2003/2008 network environment (LAN/WAN),
    messaging systems, content filtering and backup and recovery systems.

    • Experience with increased responsibilities of managing and supporting multi-site IT Infrastructure and Application services.

    • Must possess an in depth understanding of the capabilities of Microsoft Office SharePoint Server 2010 and SharePoint Designer 2010 with a thorough knowledge of architectural design, web parts development, management and troubleshooting with a focus on planning, deploying and supporting enterprise SharePoint implementations.

    • MCTS SharePoint 2010 with experience in managing information management a distinct advantage.

    • Experience configuring and working with Microsoft Internet Information Server (IIS) and SQL Server 2008 and Visual Studio 2010, required;

    • Extensive knowledge of Windows Active Directory and Messaging Systems,

    • Cisco devices, VPN, VoIP, MS Office, Antivirus Software and utilities; holder of CCNA and/or a Microsoft Certification a distinct advantage; h) ITIL Foundation three preferred with a proven track record in IT Service management.

    • Experience in managing data collection, entry, and maintenance.

    • Experience in designing, developing and managing relational databases is essential.

    • Experience in the development and implementation of population database systems (e.g. migrant registration, censuses, household surveys);

    • Working experience with GIS tools including ArcGIS Desktop, Server and Online is desirable.

    • Experience writing technical requirements documents, translating/planning specifications to technical briefs for data capture/analysis, and compiling diverse datasets;

    • Experience working in international organizations and the humanitarian community;

    • Experience in relevant issues such as migration, displacement, and humanitarian assistance would be an asset.

    Skills

    • Ability to meet deadlines and work under pressure with minimum supervision.

  • Languages: Fluent in English (Oral and written). Knowledge of French and/or Portuguese, or other regional language is considered an asset.
