    Core Functions / Responsibilities:
  • Support oversight and management of the Displacement Tracking Matrix (DTM) Programme
    in South Sudan.
  • Support the DTM Coordinator with project management / reporting and contribute to oversight of the implementation of different DTM components.
  • Contribute to the development and maintenance of data collection tools, methodologies and standard operating procedures to facilitate operations.
  • Collaborate closely with IOM programme units and humanitarian and transition partners to optimize the utility and impact of DTM, particularly in relation to rapid response missions,
  • Liaise with relevant Government of South Sudan authorities including the Relief and
    Rehabilitation Commission (RRC), United Nations Mission in South Sudan (UNMISS), United
    Nations (UN) agencies, Non-Governmental Organizations (NGOs), donors and other
    stakeholders on matters related to displacement data collection and management.
  • Assist in overseeing the drafting and quality control of DTM reports and information products, including, but not limited to, analytical and statistical reports, mobility tracking profiles, maps,
    conflict and displacement analyses, flow monitoring reports and other relevant products.
  • Ensure information sharing and dissemination of DTM products to all relevant channels in line
    with Data Protection Policies.
  • Assist in supervising programme staff and ensuring adherence to and capacity building on
    relevant administrative procedures in all phases of the
    operation.
  • Participate in and present information related to DTM at coordination meetings, including the Inter-Cluster Working Group (ICWG) and Needs Analysis Working Group (NAWG).
  • Contribute to resource mobilization efforts in close coordination with the Programme Support
    Unit.
  • Contribute to the development and presentation of programme updates, including monthly and quarterly external reports, as well as drafting and updating of the Humanitarian Response Plan (HRP), Humanitarian Needs Overview (HNO), and Consolidated Appeals Process (CAP) and other strategy documents.
  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:

    Education

  • Master’s degree in Business Administration, International Relations, Political Science,
    Communications, Information Management, Computer Science or a related field from an
    accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.
    Experience
  • Experience working in international organizations and the humanitarian community;
  • Experience in project implementation in a humanitarian context;
  • Experience with donor reporting and project development;
  • Prior experience with DTM a strong asset, prior experience with similar data collection systems a requirement.
  • Strong computer background, including experience with relational databases, Microsoft
    applications, spreadsheets, and word processing;
  • Demonstrated knowledge of migration and displacement issues;
  • Familiarity with humanitarian coordination system.

    Languages
  • IOM’s official languages are English, French and Spanish.
  • For this position, fluency in English is required (oral and written).
  • Working knowledge of Arabic
  • French and/or Spanish is an advantage.

    Other:
  • Internationally recruited professional staff are required to be mobile.
