IOM Programme Support Officer (EPC) Jobs in Kenya
Context: Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the Senior Programme Coordinator (EPC) in Mogadishu, Somalia and in close coordination with relevant units and the regional office in Nairobi and Headquarters (HQs), the Programme Support Officer (EPC) will be responsible for supporting implementation, monitoring, and reporting for all Emergency and Post-Crisis (EPC) projects, and will contribute to project development and resource mobilization efforts under the EPC Programme pillar and country office.
Core Functions / Responsibilities:
Support the development, implementation, monitoring, and reporting of IOM Somalia EPC projects on emergency and durable solutions.
In coordination with Senior Programme Coordinator (EPC) and the Programme Support Unit Coordinator, support liaison with donors, project partners, and the Regional Office (RO) to facilitate a coordinated approach to project implementation, document possible synergies across IOM programmes, make recommendations on donor/partner engagement and research new funding opportunities.
Supervise, train as well as guide the EPC Programme Support team, which includes compliance and data management staff, to enable timely delivery of Programme results.
Contribute to the development of resource mobilization for the unit and the country office by drafting and coordinating the preparation and development of strategies, concept notes and project proposals in response to needs identified by regional, national and local counterparts.
Monitor and follow up on the timely submission of monthly, quarterly and final project reports according to IOM procedures and in compliance with donor requirements. Assist in preparing regular updates, programme summaries, briefings and other relevant informational materials and statistics, according to specific project and Programme pillar needs.
Contribute to the development of appropriate compliance tools and frameworks to facilitate effective implementation of projects and activities. Conduct and coordinate regular grant compliance feedback sessions with EPC sub-units.
Provide technical assistance, capacity building support, guidance, liaison and monitoring support to implementing partners and Government counterparts as required.
In close coordination with communications colleagues, and in compliance with project visibility guidelines, contribute to and support the production and strategic dissemination of communication materials to document and promote project activities, achievements and impacts in the form of Press Briefing Notes, social media updates, website content, project information sheets and brochures, and other material as relevant.
Contribute to the collection, study, and sharing of relevant information/data on crises in Somalia including seasonal/recurring, sudden, human induced, or natural disasters, that result in displacement and migrant protection issues.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, International Development, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in supporting the implementation of programming related to displacement affected populations, emergency preparedness, humanitarian response and durable solutions;
• Experience in supporting donor reporting, donor liaison, project development and communication activities;
• Experience in liaising with government authorities, inter-governmental institutions, the private sector, UN agencies and national and international NGOs;
• Experience and understanding of the humanitarian and migration context in Somalia and the horn of Africa;
• Experience in supporting regional programmes and activities, or of supporting regional interventions;
• Experience in implementing and/or supporting programmes funded by
the donors mentioned will be considered a distinct advantage.
Skills
• Demonstrated expertise in coordinating teams;

• Excellent people and communication skills and demonstrated ability to establish and maintain effective relationships with stakeholders and partners;
• In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;
• In depth Knowledge of UN and bilateral donor programming; and
• Knowledge of IOM project development procedures (including PRIMA) and processes.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
