Core Functions / Responsibilities
Substantively support the coordination and implementation of projects contributing to the
AU-IOM-ILO-UNECA Joint Labour Migration Programme (JLMP) according to the JLMP Strategic Framework and Monitoring and Evaluation Plan (2020-2030).
Regularly monitor and assess progress and performance, identify, and address any deviations from the Programme implementation strategy, updating the JLMP Programme
Coordinator and relevant stakeholders accordingly, and ensure corrective action is taken in a prompt manner (such as requesting and applying implementation time extension, seeking donor amend/revise the project activities and budget - total budget or an individual budget line - based
on operational realities).
Backstop the technical, operational, and financial aspects of JLMP implementation and other
related activities, prepare financial reports, ensure the implementation of relevant control
systems, and manage administrative and logistical actions.
Contribute to IOM’s Strategic Vision and the IOM Continental Strategy for Africa, in coordination with the JLMP Programme Coordinator,
Ensure timely preparation, coordination and submission of quality internal and external
programme and project reports, including donor reports and their supplementary documents,
(both narrative and financial) after approval by the Chief of Missions (COM/s) (or equivalent),
and ensure documentation of lessons learned and best practices
Develop appropriate monitoring and evaluation tools for the effective design and implementation of JLMP interventions in line with the JLMP Strategic Framework and Monitoring and Evaluation Plan and IOM’s Monitoring and Evaluation Guidelines.
Prepare new programme and project concepts and proposals and support resource mobilization actions in coordination with the JLMP Programme Coordinator, the Special Liaison Office (SLO), relevant IOM missions, Regional Office (RO), and Headquarters (HQ) Thematic Specialists.
Provide substantive technical, programmatic, and procedural support for the development
and domestication of continental and regional gender responsive labour migration policy
frameworks and strategies in line with the various dimensions of IOM current and prospective
work in Africa, MiGOF principles and others, in collaboration with the AU, ILO, UNECA
Establish and maintain close liaison with all IOM, AUC, ILO and UNECA regional and country
offices, as well as all relevant JLMP Partners, and represent IOM in various fora
Research, analyse and provide advice on emerging issues and trends covering labour
mobility and social inclusion to relevant partners and stakeholders
Support JLMP visibility through the revision and implementation of the JLMP communication
strategy, including preparation and distribution of specific communication materials and
monitoring compliance of programme partners with the IOM guidelines.
When required, deputize for the JLMP Programme Coordinator, and respond to inquiries
from Headquarters and the network of IOM country and regional offices as well as AUC, ILO,
UNECA, RECs, Member States, and other partners.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
Master’s degree in Political or Social Sciences, Law and/or International Relations Conflict
Studies, Economics, Development Studies, or a related field from an accredited academic
institution with five years of relevant professional experience; or
University degree in the above fields with seven years of relevant professional experience.
Experience
Practical experience in dealing with a broad range of migration issues, in particular respect for and protection of the rights of migrant workers.
Experience in liaising with regional multilateral bodies, governments, and other
national/international institutions
Experience in drafting analytical reports, policies, position papers, guidance notes, and
high-level strategic briefings.
Experience of work with the AUC, RECs, MSs and social partners.
Experience in labour migration policy and legal frameworks and in developing training manuals and capacity building activities;
Proven knowledge and experience on project development, project management, implementation, monitoring, evaluation and reporting; familiarity with IOM guidelines on project management, implementation, monitoring, evaluation and reporting;
Experience in budget formulation, financial and financial management and administration;
familiarity with IOM guidelines and procedures on budget formulation, financial management
and administration
Proven understanding of the Standard Operating Procedures in managing Joint Programs and the Pass-Through Fund Management Modality
Familiarity with the AU-ILO-IOM-UNECA Joint Programme on Labour Migration Governance
for Development and Integration (better known as the Joint Labour Migration Programme or
JLMP) in Africa;
Skills

Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French,
Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written).
Working knowledge of French is an advantage.

Internationally recruited professional staff are required to be mobile.
This selection process may be used to staff similar positions in various duty stations.
Recommended candidates endorsed by the Appointments and Postings Board will remain
eligible to be appointed in a similar position for a period of 24 months.
The list of NMS countries above includes all IOM Member States which are non-represented in
the Professional Category of staff members.
For this staff category, candidates who are
nationals of the duty station’s country cannot be considered eligible.
Appointment will be subject to certification that the candidate is medically fit for appointment,
accreditation, any residency or visa requirements, and security clearances.
Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021.
