IOM Programme Manager (LHD and MPA) Jobs in Kenya
Context: Under the overall supervision of the Chief of Mission of IOM, the direct supervision of the Head of Programme and Policy Development and in coordination with East and Horn of Africa Regional Office relevant RTSs (Labour Mobility and Human Development (LHD), Migrant Protection and Assistance (MPA), and others when/if needed) the successful candidate will be responsible for overseeing and ensuring effective management and implementation of the project titled "Fostering recruitment agencies’ ethical practices and accountability”, as well as supporting the Government of Kenya (GoK) to pilot a recruitment oversight mechanism to prevent Trafficking in Persons (TiP).
The successful candidate will undertake general migration management tasks including heading the LHD Unit as well as the MPA Unit with the overall aim to harness the development potential of migration and optimize the benefits of labour migration for both host and sending societies as well as for migrants, contributing to sustainable development and poverty reduction.
Core Functions / Responsibilities:
Establish and maintain effective liaison with donor community in revamping and expansion of the LHD and MPA funding portfolios in IOM Kenya, through fund raising efforts, representation in government and UN platforms and active engagement with donor agencies and private sector.
Engagement of the GoK in the Nairobi Process; provide substantive support for other national initiatives.
Implement the LHD and MPA strategy for the Kenya Country Office mission with concrete steps to address shortages as well as opportunities.
Monitor and analyse emerging trends/ issues relevant to MPA and LHD and develop reports and country programmes/projects.
Ensure timely, responsive and innovative protection solutions to vulnerable migrants by ensuring the provision of assistance to most vulnerable cases, including children, victims of trafficking and survivors of human rights violations.
Represent IOM Kenya on MPA / LHD matters related in-country based initiatives and forums.
Undertake planning and implementation of initiatives aimed at protecting the rights of migrant workers as well as contributing to a better understanding of the links between international migration and development.
Supervise and provide advice and guidance to the National Officers to coordinate and liaise with the Recruitment Agencies and monitor and guide the implementation of the project and build the capacity to progress towards achieving IRIS certification and networking with likeminded organizations.
Supervise the consultant in development of an oversight mechanism as well as support and build capacity of project staff to implementation and monitoring of the mechanism.
Provide expert technical guidance and advice to staff in implementing International Recruitment Integrity System (IRIS) capacity building program and oversight mechanism for the government as well as development of proposals on Labour Migration and Migrant Protection Assistance project.
Coordinate and liaise with the Regional Office and IOM Headquarters as well as possible future donors in labour migration and migrant protection and assistance issues.
Identify new project opportunities and describe and justify project possibilities consistent with approved programmes and ongoing activities.
Establish linkage with government, private sector, UN agencies and INGOs and promote ethical recruitment practices to eliminate modern day slavery.
Provide supervision and guidance to the National Officers for effective monitoring and ensuring effective management, coordination among the staff members, the strategic partners and private recruitment agencies.
Ensure proper documentation and reporting of the project activities are recorded in the database and reflected in the donor reports.
Manage the overall implementation of
Labour Migration and Migrant Protection Assistance projects in a timely manner and be responsible for budgetary, administrative, and technical oversight in line with IOM policies and practices as well as donor requirements.
Represent IOM country office at relevant seminars, meetings, and other events to promote project activities and disseminate results.
Coordinate knowledge management within the Global Fund to End Modern Slavery project for monitoring and evaluation, team and organizational learning, reporting and innovation.
Prepare reports and ensure information exchange on operational aspects of the project between IOM, donors, and other stakeholders.
Undertake duty travels as required providing technical support, advice and problem resolution to project staff and prepare reports highlighting implementation challenges and solutions.
Ensure that all aspects of project design and implementation are gender mainstreamed, and program and government feedbacks are well captured and addressed.
Supervision and mentoring of the staff members to achieve the project goal.
Ensure timely and quality submission of project reports, project updates and new proposals in accordance with IOM and donor formats.
Ensure the relevant visibility materials are according to the specific needs of the project.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, Business Administration, Public Administration, International Relations, Economics or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience in programme management, technical assistance in IRIS capacity building programs, migration management programs and awareness in development of feedback/reporting/oversight mechanisms initiatives for governments;
• Experience in managing projects on labour migration, migration and development, migrant protection; experience in East Africa is an advantage;
• Specific professional experience and knowledge on ethical recruitment practices and migrant protection initiatives/practices;
• Experience in project formulation and implementation of national and regional projects;
• Experience in liaising with governmental authorities, donors, and with other national and international institutions and private sectors;
• Experience in development of migrant protection or labour migration and human mobility proposals.
Skills
• Ability to manage a complex programme with varied components;
• Familiarity with the Kenya context or the East and Horn of Africa region is an asset;
• Strong management capability and experience;
• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities;
• Excellent communication and negotiation skills;
• Excellent report writing skills;
• Good computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
