Position Title: Programme Coordinator (Transition and Recovery)

Duty Station: Yola, Nigeria

Classification: Professional Staff, Grade P3

Type of Appointment: Special short-term graded, six months with possibility of extension

    Core Functions / Responsibilities

  • Manage, coordinate and ensure the implementation of IOM Nigeria's transition and recovery programming portfolio focusing on durable solutions, stabilization, livelihoods, CBI, HLP and social cohesion.

  • Co-chair the inter-agency durable solutions technical working group (DSWG) solutions in the
    Northeast and lead advocacy discussions with stakeholders in close consultation with mission
    management in Abuja.

  • Backstop the financial, administrative, and programmatic aspects of transition and recovery
    related activities in the Northeast, in cooperation with relevant support units in the Mission.

  • Lead inter-agency efforts towards partnership and resource mobilization to expand the support towards durable solutions programming for IDPs, host communities, returnees and relocated persons from both humanitarian and development donors.

  • Conduct workshops with humanitarian and development partners and government technical
    commissions to plan and develop durable solutions strategies for states.

  • Oversee Livelihoods and HLP units in the Northeast in coordination with programmes teams.

  • Conduct technical workshops supporting wider mission advocacy efforts on DS, ensuring that
    national and sub-national priorities messages are aligned, the issues are addressed, and IOM
    initiatives are well documented and produced for wider internal and external communications.

  • Substantively support context and conflict-sensitive analysis at the country level to strengthen the evidence-base for stabilization, transition, and recovery, in coordination with relevant programmes.

  • Work with Programme Support Unit (PSU) on donor engagement and resource mobilization
    for transition and recovery initiatives.

    Provide quality inputs to PSU for programme development and reporting purposes and prepare concept notes and project proposals.

  • Carry out technical missions as needed to the different displacement-affected areas of the
    country.

  • Organize high-level missions on transition and recovery initiatives including durable solutions and community stabilization.

  • Promote and coordinate durable solutions initiatives with the relevant humanitarian clusters, development coordination initiatives, and forums to ensure that durable solutions elements are incorporated in their efforts.

  • Lead and/or participate in assessments and research related to internal displacement in the
    country.

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience:
    Education


  • Master’s degree in Humanitarian Studies, Migration Studies, Social Science, Political Science, Communication, Economics, Business Administration from an accredited academic institution with five years of relevant professional experience; or,

  • University degree in the above fields with seven years of relevant professional experience.

    Experience

  • Minimum of five years proven experience working on transition and recovery related issues in humanitarian or development environments, including provision of technical advice to field
    teams;

    Experience in both humanitarian and transition or development settings and programming;

  • Knowledge and experience in disaster management, internal displacement, protection
    challenges and conflict analysis; and,

  • Proven experience on strategy development and advocacy on durable solutions
    for IDPs as
    well as in-depth knowledge of main protection and humanitarian standards.

  • Excellent leadership, coordination, capacity building, planning and analytical skills;

  • Solid understanding and first-hand experience of UN/INGO System coordination mechanisms;

  • Sound understanding of Development Cooperation frameworks, tools, mechanisms;

  • Delivers on set objectives in hardship situations;

  • Effectively coordinates actions with other implementing partners;

  • Works effectively with local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objective; and,

  • Good computer skills (MS Office, Internet browsers).

    Languages]

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French,
    Spanish, Arabic, Russian or Chinese).

  • For all applicants, fluency in English is required (oral and written).

  • Working knowledge of French or other UN language(s) is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    Other:

    Internationally recruited professional staff are required to be mobile.

    This selection process may be used to staff similar positions in various duty stations.

    Recommended candidates will remain eligible to be appointed in a similar position for a period
    of 24 months.

    For this staff category, candidates who are
    nationals of the duty station’s country cannot be considered eligible.

    Appointment will be subject to certification that the candidate is medically fit for appointment,
    accreditation, any residency or visa requirements, and security clearances.

    Subject to certain exemptions, vaccination against COVID-19 will in principle be required for individuals hired on or after 15 November 2021.
