ContextUnder the overall supervision of the Chief of Mission and direct supervision of the Deputy Chief of Mission , the successful candidate will be responsible for the overall implementation, oversight and management of IOM South Sudan’s Migration Management programming based on (among others) the Comprehensive Migration Policy with its four thematic areas of priorities namely;
free movement and border management,
addressing forced migration,
migration and development
managing labor migration.
A part of the overall portfolio the Programme Coordinator will also be responsible for a range of thematic areas including, but not limited to; Immigration and Border Management (IBM),
Security Governance, Remittances and Diasporas Engagement, Counter human trafficking and Migrant smuggling, Assistance to Vulnerable Migrants and Migrants caught in crisis, technical cooperation, health and border management responding to health emergency and/or pandemic, law enforcement capacity building and other cross-cutting related areas.
Core Functions / Responsibilities
Program Management & Development
Oversee the overall implementation of IOM South Sudan’s Migration Management Program through effective thematic programing and planning, technical cooperation, capacity building and regional cooperation.
Manage, coordinate and implement program activities in close coordination and collaboration with partners, stakeholders and beneficiaries including the government, UN agencies, NGOs, migrants and communities.
Update reporting and monitoring tools to keep track of programme activities and ensure that all relevant documentation is produced and made available upon request.
Supervise and mentor IOM South Sudan Migration Management Unit staff in Juba and in the field.
Ensure adequate information management of project-related activities including awareness-raising and visibility, regular updates, press releases and production of other relevant materials. Respond to any ad hoc information requests from IOM units, donors, partners and the Government of South Sudan.
Coordinate and develop project proposals and corresponding financial requirements and oversee project implementation through adequate resources and tasks identification and allocation; pursue regular financial, procurement and output monitoring; ensure relevant financial and narrative reporting obligations and accountability are fulfilled according to IOM and donor requirements, standards and timetables.
Ensure cross cutting issues including conflict sensitive approach, protection, gender, PSEA and AGD are mainstreamed in program implementations and development and take concrete action to identify and mitigate any possible negative effects.
Stakeholders Management
Act as IOM focal point and maintain strong contacts with relevant government counterparts such as the co-chairs and members of Technical Task Force to Combat Trafficking in Persons, Governments’ Technical Working Groups, Ministries of Interior, Foreign Affairs, Labour, Justice, Gender, Children and Social Welfare and the National Bureau of Statistics and others.
Ensure close liaison, coordination, information exchange and program collaboration with other units of IOM South Sudan, relevant IOM Country Offices, the ACBC, ACP-EU Migration Action, UN agencies and partners, government institutions and other stakeholders.
Provide input to and draft programme progress and final reports, ensure proper information exchange on all operational aspects of the programme between IOM, donors and other programme counterparts.
Establish and maintain relationships with national and international, governmental and non-governmental partners and counterparts relevant for the implementation of the programme activities and the mission’s activities as a whole.
Thematic Specialization/Capacity Building
Support the government of South Sudan in strengthening the National Coordination Mechanism on Migration (NCM), Technical Task Force on Counter Trafficking and Smuggling of Migrants, and other technical working groups on; Remittances & Diasporas Engagement, Identity Management and Civil Registry through logistical, technical and operational support.
Develop training modules on trafficking in persons and other related migration topics
Coordinate and organize technical trainings for government stakeholders and
partners on migration management and related topics in close coordination with ACBC, Regional Thematic Specialists and Headquarters.
Participate actively at relevant meetings, functions with counterparts, as well as other events aimed at promoting IOM's image and activities as requested and delegated.
General
Provide technical support and oversight for the development of information materials and ensure communication and visibility for; IOM, the programme and donors.
Undertake duty travels within South Sudan and abroad related to program activities including assessments, liaison with partners and counterparts, cross border meetings and workshops, etc. as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
• Master’s degree in Political or Social Sciences, Business Administration, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Experience providing support to national efforts in the area of training/capacity building, law enforcement operations and/or immigration and border management information systems and engaging in counter-human trafficking and migrant smuggling;
• Experience in liaising with donors and government counterparts.
Skills
• Excellent in project development, implementation and monitoring;
• Knowledge of project formulation, administration and evaluation techniques and practices;
• Excellent communication and negotiation skills; and
• Good computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
