Background and Context

  • Under the direct supervision of the IOM Uganda Programme Coordinator and overall guidance of the Chief of Mission, the successful candidate will support the Migrants Protection and Assistance (MPA) unit and particularly the implementation, monitoring and reporting of the IOM components of the ‘Better Migration Management (BMM) Programme in Uganda.

  • The BMM Programme is aimed at contributing to the improvement of migration management by addressing trafficking in persons and smuggling of migrants, capacity development on immigration and border management (IBM) and migration policy development, through whole of government migration governance.

  • Uganda is one of the countries benefiting from the Better Migration Management (BMM) Project, a regional, multi-year, multi-partner project funded by the EU Trust Fund for Africa, and managed by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ).

  • IOM is one the main implementing partners for the project along with UNODC, Expertise France, Italian State Police, CIVIPOL and the British Council.

  • The successful candidate will support the Program Coordinator to spearhead programme planning, implementation of programme activities, monitoring of progress, implementation of such other initiatives aimed at facilitating effective programme implementation, data & knowledge management, government liaison, donor liaison/reporting, and visibility.

    Responsibilities and Accountabilities

  • Assist in the coordination and monitoring of the effective implementation of the BMM Programme activities in Uganda, including all operational, financial and administrative aspects in coordination with the Programme Coordinator.

  • Supervise programme staff recruited within the MPA unit to support and/or undertake specific activities and helping to build relevant internal capacities;

  • Identify and follow up with national and international consultants related to the programme, including organizing travel plans and schedules, drafting ToRs for trainings or assessments, following up on deliverables expected from the experts/consultants;

  • Provide input to and draft programme progress and final reports, ensure proper information exchange on all operational aspects of the programme between IOM, donors and other project counterparts;

  • Provide technical support and coordination for the development of information materials and ensure communication and visibility for; IOM, the programme and donors;

  • Participate in the development of reporting and monitoring tools to keep track of programme activities and ensure that all relevant documentation is produced and made available upon request;

  • Identify new programme/project possibilities consistent with expressed Government needs and other relevant partners, IOM’s mandate and strategy in Uganda; participate in the drafting the pertaining concept notes and proposals;

  • Establish and maintain relationships with national and international, governmental and non-governmental partners and counterparts relevant for the implementation of the programme activities and the mission’s activities as a whole.

  • Participate in relevant meetings, functions with counterparts, as well as other events aimed at promoting IOM’s image and activities as requested and delegated;

  • Undertake duty travel to monitor progress of activities, as required;

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

  • Master’s degree in migration studies, international relations,
    political science, law or a related field from an accredited academic institution; or

  • University degree in the above fields from an accredited academic institution with two years of relevant professional experience.

    Experience

  • Experience in the area of migration management, with a strong background on migrant protection, counter human trafficking, return and reintegration, direct assistance to vulnerable migrants including victims of trafficking; immigration and border management and, migration policy.

  • Demonstrated experience in project management and implementation, including resource/financial management;

  • Experience in project development, data analysis, knowledge management, monitoring and evaluation;

  • Proven track record of establishing and maintaining good working relationships with governmental and diplomatic authorities, UN agencies, and civil society.

  • Proven experience mobilizing funds from various donors.

    Languages

  • Fluency in English and working knowledge of other UN languages is an advantage.
