The National Anti-Trafficking and Smuggling of Migrants Task Force (NATF) has coordinated several initiatives such as developing a Migration Profile for Ethiopia and assessing Ethiopia’s migration governance frameworks.
These initiatives, plus various stakeholder consultations, have led to the conclusion that the absence of a comprehensive migration policy for the country represents a major gap in migration governance in Ethiopia.
A national migration policy is needed to anchor a whole-of-government and whole-of-society approach to address mobility-related crises and maximize the benefits of the migration-development nexus.
Following a high level inter-ministerial consultative workshop on migration governance convened by Ethiopia’s Office of the Attorney General, GoE ministries with migration management mandates agreed to jointly develop a comprehensive National Migration Policy. To this effect, a Technical Working Group (TWG) chaired by the Office of the Attorney General has been established to spearhead the drafting of the National Migration Policy.
To support this effort, IOM Ethiopia has been requested to employ a National Consultant.
Deliverable with Estimated Timeline
Develop a complete revised and updated Migration Profile for Ethiopia based on the 2017 final draft - by consultancy end date (31 December 2020) or earlier as may be requested by IOM Ethiopia
Review bilateral, regional, continental, and extra-continental legislation and polices in the migration sector directly affecting Ethiopia and provide all the required information and documents to the international consultant, who will be tasked with compiling a compendium of legislation and policies related to migration governance in Ethiopia - by consultancy end date (31 December 2020) or earlier as may be requested by IOM Ethiopia
Support the international consultant in the development of an analytical framework to evaluate, analyze and select policy options - by consultancy end date (31 December 2020) or earlier as may be requested by IOM Ethiopia
As requested by the international consultant and the TWG, facilitate various meetings/fora/stakeholders’ workshops - as request between start date and consultancy end date (31 December 2020)
Under the leadership of the international consultant, contribute to the preparation of iterative draft sections of the National Migration Policy - by consultancy end date (31 December 2020) or earlier as may be requested by IOM Ethiopia
Lead the facilitation of stakeholder workshops to validate the draft National Migration Policy, strategy, and the multi-agency implementation action plan - as request between start date and consultancy end date (31 December 2020)
Contribute to the final National Migration Policy, Strategy, and implementation plan to be submitted to the TWG by incorporating feedback from consultation sessions - by consultancy end date (31 December 2020) or earlier as may be requested by IOM Ethiopia
Required Qualifications and Experience
Education
Advanced university degree in Political, Social Science or Public Administration, International Relations, Law, or alternatively an equivalent combination of relevant training and experience in policy development.
Experience
At least 10 years of professional work experience in migration and/or related fields of policy review and development, including possibly the civil service.
Proven experience applying research and analytical skills in the migration sector, with ability to write technical reports, is required; and
Experience conducting mixed method research or analytical work in
the Horn of Africa or wider African continent is highly desirable.
Advanced knowledge of migration issues and governance.
Significant experience with qualitative and quantitative research methods.
Demonstrated experience of policy and academic research design, implementation, analysis, and reporting.
Significant experience interviewing a range of actors and subjects.
Languages
Fluency in English and Amharic (oral and written).
Working knowledge of other Ethiopian local languages is an advantage

Conceptual framework for the consultancy with timeline (work plan) for deliverables (1-3 pages)
Detailed methodology (1-3 pages)
Explanation of the consultants’ suitability for the assignment, including names and contacts of three recent professional referees (1 page), a CV (3-4 pages), as well as examples of similar work done in the past
Submit a financial proposal that includes
A lump sum cost for the assignment
A breakdown of the costs related to all assects of the consultancy (e.g., consultancy fee & travel, if any, as it relates to the assignment deliverables).
