Context: Over the last several years, Somalia has made slow but steady progress towards restoring peace and security. The Somali Government – at the federal and federal member state levels – is an increasingly viable partner to IOM and the broader international community. It remains nascent, however, and the Government still struggles to address the negative effects of conflict and natural disaster, which have resulted in more than two million displaced. Increasingly, opportunities are emerging to support durable solutions to displacement. IOM has been instrumental in its support of communities to drive, and government to increasingly lead on building progress towards durable solutions to displacement. With strong emphasis on localised capacities and community priorities, increasing partnerships are building momentum towards durable solutions.
In early 2021, IOM Somalia will serve as the lead agency for a new, three-year UN joint program, named Saameynta, and funded through the UN’s Multi-Partner Trust Fund (MPTF). Other participating agencies include UNDP, UN HABITAT, and the Resident Coordinator’s Office (RC). As lead agency, IOM will host a Consortium Management Unit to ensure maximum impact of Saameynta’s efforts, ensuring: efficient delivery of program activities, coordination with other durable solutions initiatives, liaison with and support to Saameynta Somali Government counterparts, and communicating results to the MPTF and contributing donors.
Under the overall supervision of Programme Coordinator (Recovery and Durable Solutions (RDS)) and direct supervision of the Programme Coordinator (Saameynta Joint Programme), and in coordination with the Regional M&E Officer, the Monitoring, Evaluation and Reporting Officer will be responsible and accountable for monitoring and reporting activities of the Saameynta Joint Program. S/he will contribute to the establishment of and implement systems that promote evidence-based decision-making, performance tracking across activities, outputs, and outcomes, and learning among the agencies and Government. S/he will contribute to quality programming by supporting access to and use of relevant and timely information on programme scale, relevance, and effectiveness. Within this context, the role will provide technical support to joint program agency Monitoring and Evaluation (M&E) teams and help build capacity of agency and Government stakeholders by researching and supporting the implementation of effective, cost efficient and meaningful M&E systems. S/he will also facilitate the timely and quality reporting of Saameynta progress to donors and the Government.
Core Functions / Responsibilities:
Monitoring, Evaluation and Learning
In close coordination with the Programme Coordinator, contribute to the development and implementation of Saameynta’s M&E systems and tools.
Propose revisions to and maintain the results monitoring framework including proactive monitoring of outputs and outcomes, and recommending revisions of indicators, in line with theory of change, in close coordination with agencies and the Government.
Prepare an M&E calendar and draft standardized approaches and methodologies of data collection. Obtain agreement on dates for M&E surveys, implement activities, and collectively seek and test methodologies and templates for data collection.
Conduct training/workshop modules/meetings on the M&E strategy/framework for agency partners and Government. Contribute to building the capacity of agency partners and Government on M&E including through training, technical guidance and sharing of information.
Participate in the joint development of tools, ToRs of surveys and SOPs.
Encourage the standardization of M&E processes throughout the joint program, facilitating the quality of information collected against planned results and activities.
Draft a Learning Agenda for the program, that includes quarterly reviews of lessons learned, which is based on
the implementation of activities and collaboration with other programs and stakeholders.
Coordinate the scheduling and implementation of evaluations, including encouraging the use of evaluation findings for learning.
Check the quality of data collection, documentation and the provision of data based on the results framework.
Implement an Accountability Framework with an ingrained Complaints Response and Feedback Mechanism (CRFM) for timely decision making and improvements to programming.
Carry out periodic field visits to: encourage greater awareness of and check adherence to agreed M&E standards and norms; undertake M&E data quality assurance and data verification activities; identify bottlenecks impeding project delivery and gather feedback about Saameynta’s work.
Bring to the attention of the Programme Coordinator programmatic and/or durable solutions related issues that may need further investigation or research.
Reporting
In collaboration with the Programme Coordinator, collate inputs from partner agencies and Government and coordinate the writing of required donor reports.
Review and analyze monitoring reports produced by partners and implementing partners and identify the causes of potential bottlenecks in project implementation.
Provide technical inputs for the development of external communications products that highlight Saameynta either for the Government or for the joint program agencies.
Perform any other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Statistics, Economics, Mathematics, Information Technology, Demography, Social Sciences, International Relations, International Development, law or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in creating implementing M&E systems for a UN agency or an international NGO;
• Experience in working in an emergency or post-conflict setting;
• Thorough experience with and knowledge of principles and current approaches to M&E in durable solutions programming, using both quantitative and qualitative methods;
• Experience in facilitating the capacity building efforts of diverse colleagues, including Government partners;
• Experience using STATA, SPSS, Epi Info.
Skills
• Strong statistical background;
• Knowledge of dynamics of the humanitarian sector is a plus Good level of proficiency in statistics, Windows Excel and quantitative analysis (STATA preferred);
• Knowledge and practical experience in ArcGIS and Qlik dashboard is a significant advantage;
• Proven presentation, training, and facilitation skills;
• Understanding of data and information needs for program management and decision making;
• Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods;
• Analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of Somali, French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
