Position Title: Monitoring Evaluation Accountability and Learning (MEAL) and Reporting Officer

Duty Station: IOM Somalia in Nairobi*, Kenya

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners.

IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

For the purpose of this vacancy, the following are considered first-tier candidates:

Context:

The International Organization for Migration (IOM) is one of the major humanitarians and development actors in Somalia. IOM is leading the Danwadaag Consortium that aims at implementing durable solutions for displacement in Somalia.

As a cutting-edge programme that challenges the status quo and seeks new solutions, Danwadaag builds the capacity and accountability of relevant governance structures to lead on durable solutions, provides land and housing solutions paired with basic services and livelihoods opportunities working towards (re)integration support to Displacement Affected Communities.

Through government-led inclusive community planning processes and collective efforts for recovery focused on the most vulnerable, Danwadaag programmes also aim to support foundations for peace and reduce drivers of conflict, while ensuring inclusive decision-making processes.

Under the overall supervision of the Senior Programme Coordinator (EPC) and the direct supervision of the Durable Solutions Consortium Coordinator, the MEAL and Reporting Officer will be responsible and accountable for coordinating and implementing monitoring and reporting activities of the Durable Solutions Consortium.

The role of the MEAL and Reporting Officer is to contribute to the establishment and continue the implementation of systems that promote evidence-based decision-making, programme and project performance tracking, and internal management.

Core Functions / Responsibilities:

Monitoring, Evaluation and Learning

  • In close coordination with the Durable Solutions Consortium Coordinator, implement the Consortium’s MEAL activities including coordination with partner Monitoring and Evaluation (M&E) Officers, donor counterpart liaison, liaison with third party monitor for donors and other relevant stakeholders.

  • Contribute to the development and maintenance of the Results Monitoring Framework including proactive monitoring of outcome and output indicators, in line with theory of change, in close coordination with implementing partners and the relevant donors.

  • Contribute to the development of and implement an M&E system to facilitate standardized and regular monitoring.

  • Contribute to building the capacity development of staff and implementing partners on Monitoring and Evaluation (M&E) including providing technical inputs to support the development of training material in line with IOM institutional guidance such as the IOM M&E Guidelines and the IOM M&E e-learning course, through training, technical guidance and sharing of information.

  • Coordinate with respective Regional M&E Officer and Headquarters (HQ) to facilitate compliance with IOM institutional M&E standards and guidance.

  • Encourage the standardization of Monitoring, Evaluation, Accountability and Learning (MEAL) processes and compliance with IOM institutional guidance on M&E throughout the Consortium including the consistent use of SOPs (Standard Operating Procedures), and other guidance documents, facilitating coherence and quality of information collected against planned results and activities.

  • Coordinate the implementation of yearly annual surveys and other ad hoc monitoring surveys(livelihoods, local (re)integration assessment, governance interviews) including participating in the development of tools and ToRs of surveys, supporting the roll out of mobile phone data collection by training field staff, providing technical support, as well as conducting preliminary data analysis and drafting M&E reports when needed.

  • Provide technical M&E support to the Consortium members when needed.
    Supervise the monitoring of relevant cross-cutting themes specifically Accountability to Affected Population (AAP).

  • Contribute to the development of a user friendly and community participative data platform for Danwadaag in close
    partnership with IT consultants if needed and check its linkage with IOM’s institutional Evaluation and Monitoring Portal where relevant.

  • Implement an Accountability Framework with an ingrained Complaints Response and Feedback Mechanism (CRFM) to support timely decision making and improvements to programming.

  • Carry out periodic field monitoring visits, check adherence to agreed M&E standards and norms, identify bottlenecks impeding project delivery and gather feedback about Danwadaag’s work.

    Required Qualifications and Experience:

    Education

  • Masters degree in Statistics, Economics, Information Technology, Demography, Social Sciences, International Relations, International Development, law or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

    Experience

  • Experience in coordinating and implementing M&E systems for a UN agency or an International NGO.
  • Experience working in an emergency or post-conflict setting.
  • Experience in facilitating the capacity building efforts of diverse colleagues, including local partner agencies.
  • Experience using STATA, SPSS, Epi Info, or R is an advantage.
  • Experience in data collection tools such as KoBo is an advantage.

    Skills

  • Statistical or research background and thorough experience with and knowledge of principles and current approaches to monitoring and evaluation in durable solutions programming, using both quantitative and qualitative methods.
  • Demonstrated ability to transfer knowledge to diverse audiences through training, mentoring and other formal and non-formal methods.
  • Good analytic and computer skills, including MS Office (Word, Excel, Outlook, PowerPoint, Access).
  • In-depth knowledge of development and durable solutions context.
  • Knowledge of Somali context an added advantage.
  • Understanding of programme design in the humanitarian and/or development context.
  • Excellent communication and presentation skills.
  • Ability to analyse, present and understand programme data.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

  • For all applicants, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

    This position is based in Nairobi, Kenya with frequent travel to Somalia.
