Under the overall supervision of the Emergency Coordinator/SMS Program Manager and direct supervision of the Head Sub office; and, in close coordination with the Camp Coordination and Camp Management (CCCM) Cluster Coordinator, the successful candidate will contribute to the strengthening of the IOM Site management Support programme in Ethiopia.
Core Functions / Responsibilities:
Provide technical inputs for the development of an IOM camp management strategy for Sites, Host Communities and Returnee areas.
Oversee IOM Site Management Field Teams daily and ensure close follow up on implementation of activities at Site/camp level.
Promote accountability of humanitarian actors towards site population through improvement of complaints and feedback mechanisms, aiming at providing timely and useful feedbacks to the beneficiaries, and improving overall response.
Promote Communication with Communities through the utilization of multiple communication channels and methods (Site Committees, Banners, Broadcasts, complaint desks, posters, PA system etc.), and coordination with the relevant partners; ensure that the beneficiary population is aware of what services are available and how to access them.
Ensure that the site population and where relevant the host communities are regularly informed of relevant information and that they are involved in needs assessments, response planning and prioritization, delivery of protection/ assistance and development/ implementation of durable solutions.
Assist in the development of a site closure and phase-out strategy, in coordination with the CCCM Cluster and the relevant partners and ensure it is adapted to the specific context of the targeted site(s).
Support IOM field staff in facilitating and coordinating Woreda and Site Level meetings and dialogue sessions with both community representatives, local authorities, and other humanitarian actors.
Support the development and plan for the capacity building of CCCM site leaders, community committee members and Zonal/Woreda/Kebele officials through the basic CCCM training, focus group discussions and assistance in regard to humanitarian services.
Contribute to ensuring that camp management two-way feedback procedures and complaints mechanisms are in place, and forums are developed for the camp population to contribute, address grievances, be heard, and ensure responses.
Identify and make recommendations to ensure gaps in assistance to beneficiaries are filled, and guide field teams to avoid duplication of activities by conducting regular and systematic monitoring of service delivery in the camps, drawing the attention of stakeholders and partners to overarching needs.
Support Site management field teams in service monitoring across sectors in the Sites to gain and share a holistic understanding of services and standards in the Sites.
Oversee IOM site improvement interventions and lead in coordinating partners in the setup of new IDP sites.
Produce regular reports regarding the implementation of IOM camp management activities, including on constraints and advising on future programs' developments. Actively participate in reporting to the CCCM Sector Working Group.
Provide necessary guidance and leadership to the SMS team on conducting Risk Communication and Community Engagement (RCCE) activities at the in-community level, including by supporting community representative structures to conduct onward dissemination of COVID-19 messaging to the wider community and ensure that RCCE is applied properly to contain and/or mitigate the risk of pandemic.
In close coordination with the Field Security Officer, implement appropriate safety and security procedures related to the protection of IOM staff, its assets and operations. Ensure that all relevant security information is properly disseminated.
Perform such other duties as may be assigned.
Coaching and learning elements
As an integral part of the IOM assignment the Junior Professional Officer will:
• Gain experience
in a UN Organization, including management and international cooperation activities, as well as understanding the dynamics of regional and international initiatives and working groups.
• Gain experience in migration policies of the region and of relevant migration governance strategies and responses.
• Acquire in-depth knowledge of IOM operation and activities.
• Be able to draft and finalize reports, concept notes and project proposals.
• Gain experience in working with governmental, non-governmental and United Nations institutions.
• Enhance negotiation skills in a multilateral setting.
Required Qualifications and Experience:
Education
• Master’s degree in International Affairs, Development Studies, Sociology or a related field from an accredited academic institution with minimum two years and maximum four years of relevant professional experience; or
• First-level university degree (Bachelor’s degree or equivalent) in the above fields with minimum three years of relevant professional experience.
Experience
• Experience in Camp Coordination and Camp Management related field, particularly Emergency Response and Disaster Management;
• Experience in Operations, programme development, implementation, program oversight / evaluation and staff management, preferably in natural disaster or post conflict situations;
• Experience in liaising with governmental authorities and local communities, as well as national and international institutions, preferably within the United Nationals Common System and the international humanitarian field;
• Possession of Camp Coordination and Camp Management Training of Trainers (ToT) certification will be highly advantageous as well as Camp Management capacity building experience;
• Practical experience of how-to multi-task prioritize and work independently.

Languages
IOM’s official languages are English, French and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
