IOM Head of Programme and Policy Development Jobs in Kenya
Context: The Head of Programme and Policy Development advises the Chief of Mission on the establishment and strengthening of contacts and partnerships with international, governmental, and non-governmental partners and key stakeholders for national and regional policy dialogue and policy development in the country.
In addition, the successful candidate will be responsible and accountable for the work of the Mission Support and Innovation unit and relevant Programme/Project Managers of Kenya Country Office (CO). Under the overall supervision of the Regional Director and the direct supervision of the Chief of Mission, Kenya Country Office, the incumbent will:
Core Functions / Responsibilities:
Direct and lead the Head of Mission Support and Innovation unit and Programme/Project managers and other support staff of Programme Development and Support Unit to ensure strategic, comprehensive and coherent engagement by IOM through the development, implementation and evaluation of programmes/projects, etc. Supervise and build capacity among programme staff through a multidisciplinary approach, improve staff structures, improving lines of communication and accountability, and resolve performance issues, seeking opportunities for staff development.
Lead the development and implementation of resources mobilization initiatives and efforts. Determine potential programme opportunities and projects, ensure the development of project proposals and concept notes in the areas of interest to the IOM Kenya Country Office, and endorse project reports, fact sheets and other programme and policy documents.
Oversee the development, management and implementation of programmes and project activities of Kenya Country Office to ensure accountability, appropriateness of project funds management, and programme expansion and sustainability, and take corrective measures for programme improvement and success.
Provide expert guidance and monitor the implementation of the Global Compact on Migrationin Kenya, establish and coordinate the national working group(s) of the UN Migration Network in the country, provide authoritative advice for migration policy development, and ensure and report on the mainstreaming of migration-related objectives and targets of the Sustainable Development Goals (SDG) in United Nations Development Assistance Framework (UNDAF)/ United Nations Sustainable Development Cooperation Framework (UNSDCF), Common Country Analysis (CCA) and other relevant planning documents.
Develop and strengthen effective liaison with donors, project partners, other IOM missions, RO and Headquarters (HQs) to ensure a coordinated approach to project implementation, synergize IOM's programmes, promote IOM’s image and activities in the country and create opportunities for expanding and developing existing and new donor/partner relationships.
In consultation with Regional Office Nairobi, and in coordination with Regional Liaison and Policy Officer, provide programme and policy expertise to articulate, internalize and mainstream relevant Regional and African Union strategies, policies and frameworks.
Manage cooperation, external relations and liaison with relevant local and international bodies, government and non-government actors. Provide authoritative advice to the Chief of Mission Kenya Country Office with respect to engagement and support to the National Coordination Mechanism (NCM) on migration.
Assess the implementation of appropriate processes such as the implementation of the Grand Bargain under the International Aid Transparency Initiative (IATI) and other mechanisms aimed at increasing IOM’s transparency within the country and provide advice and guidance to ensure mission’s compliance.
Supervise the analysis of migration issues, policies and emerging trends, and lead the formulation, planning and evaluation of priorities and programme activities, providing policy advice to the Chief of Mission Kenya Country Office for programme management and portfolio development in anticipation of risks and opportunities for IOM.
Taking into account strategic and development plans of government, donors as well as regional and international organizations, coordinate the national strategic planning processes in coordination with the relevant Kenya Country office and Regional Office staff (Regional Liaison and Policy Officer, Regional Thematic Specialists, Regional Project Development Officer and Monitoring and Evaluation Officer), the Senior Regional Advisor for Africa and relevant Headquarter units in line with IOM’s policies and priorities of the organization,
including the Organization’s global strategic vision and forthcoming strategic plan, and IOM’s regional strategy for the East and Horn of Africa, with a view to promote the relevance, effectiveness, efficiency and outcome and impact of IOM in the country; and develop a corresponding national plan of action and regularly review it.
Oversee the development and implementation of the mission strategic plan, with a view to ensure alignment with IOM’s policies as well as global, regional and national priorities, promote national synergies, as well as operational relevance, effectiveness, efficiency and outcome and impact across the organization’s humanitarian, stabilization, peacebuilding and development work, and oversee review of the mission progress towards implementation of the country strategic plan, as relevant, and in consultation with Chief of Mission Kenya and other colleagues and take appropriate action.
Ensure the Mission Support and Innovation Unit is a resource and capacity-building hub for programme-specific technical expertise by providing support, guidance and direction to Programme/Project Managers in the implementation of programmes and projects, within the limits of available expertise, and ensuring quality control of programmes and projects; assist in obtaining such expertise from Headquarters and/or Regional Office when not available locally.
Support the Chief of Mission Kenya Country Office, and when relevant represent him/her in his/her absence, to maintain and develop strategic view to identifying strategic opportunities for IOM activities in Kenya.
Represent IOM in relevant regional UN and inter-agency bodies and mechanisms, including but not limited to, United Nations (UN), UNDAF/UNSDCF and Strategic Result Areas (SRA) processes, United Nations Country Team (UNCT), National Coordination Mechanism on migration, relevant mechanisms in collaboration with RO Nairobi and HQ Departments and the IOM Office to the UN in New York to ensure that IOM policies and programmes are integrated into inter-agency processes and contribute to inter-agency strategies.
Act as Officer-in-Charge in the absence of the Chief of Mission Kenya Country Office.
Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science or a related field from an accredited academic institution with seven years of relevant professional experience; or
• University degree in the above fields with nine years of relevant professional experience.
Experience
• Extensive experience in project development and project management, humanitarian and migration-related activities, report writing and liaison with relevant stakeholders;
• Experience working with UN agencies and/or international NGOs addressing migration and humanitarian assistance;
• Experience supervising and guiding staff, and managing administrative matters;
• Work experience in the region is an asset.
Skills
• Effective resource management skills, strategic and creative thinking;
• Strong management capability and experience;
• Knowledge of migration and humanitarian issues and the relevant (inter)national partners and organizations;
• Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations, and private sector entities;
• Excellent communication and negotiation skills. Excellent report writing skills;
• Good computer literacy.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English is required (oral and written). Working knowledge of French and/or Spanish is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
