IOM Evaluation support (MM/Strengthening Assistance for Returnees, Potential Migrants and Promoting Safe Migration Practices in Communities of Origin) Jobs in Nigeria
Evaluation purposeThe evaluation will be conducted remotely, with the principal evaluator responsible for data analysis, interpretation and synthesis, while conducting interviews with some of the project’s main stakeholder; and a local consultant hired to conduct further qualitative and quantitative interviews with beneficiaries and other stakeholders.
This internal evaluation will be conducted to assess the overall performance of this project to date, including the extent to which planned activities and outputs of the project were achieved and the level with which the outputs are contributing to lead to the expected outcomes.
The second objective of this evaluation is to assess the effectiveness and sustainability of the project.
The findings of this evaluation will be used by the project management to identify best practices and lessons learned to improve the implementation of ongoing activities and increase the likelihood to reach the expected results at the end of the implementing years and for future interventions.
Specifically, the evaluation will
• Examine to what extent the project has contributed to the sustainable reintegration of the returned migrants in Nigeria.
• Examine the effectiveness, efficiency and sustainability of the project.
• Provide recommendations for future AVRR projects in Nigeria
• Propose relevant recommendations for the development and implementation of any further interventions and activities based on the performance and achievements of the project.
Required Qualifications and Experience
Advanced degree in Sociology, Political Science, International law, Monitoring and Evaluation, Statistics or related field from accredited academic institution;
Minimum five years of professional experience in conducting similar evaluations as well as report writing;
Proficiency in data collection, analysis and interpretation using qualitative and quantitative methods, and statistical packages such as Stata, SPSS and GIS;
Demonstrated experience in organizing workshops, trainings, Focus Group Discussions, conducting interviews at national level and producing recommendations
Experience in liaising with governmental authorities, nongovernmental organizations, United Nations, or other international/national institutions and bodies.
Previous working experience in the West African region or Nigeria is desirable.
Proven ability to write concise reports in English;
Excellent Microsoft Word skills and ability to take notes/drafts and produce high-quality written reports; and Motivated, committed, responsible, and able to work independently with limited direct supervision
Languages
Fluency in English; knowledge of multiple languages - Yoruba, Igbo, Hausa and Pidgin advantageous;
