Context

  • Under the overall supervision of the Deputy Chief of Mission (DCoM), the direct supervision of the Programme Coordinator (ECRP), and in close collaboration with the relevant IOM Technical Leads in the ECRP Coordination and Advisory Team, the successful candidate will provide technical guidance and support to the community engagement component of the Enhancing Community Resilience Project (ECRP).

    Core Functions / Responsibilities

  • Contribute technical inputs for the development and roll out of the ECRP Community Engagement strategy, in close collaboration with IOM Technical Advisors and the Project Coordinator (ECRP).

  • Coordinate community engagement activities, checking that field teams are formed and that work plans are established.

  • Contribute to the development of community engagement methodologies that serve as abasis for training Boma Development Committees, Payam Development Committees, and encourage effective local self-governance, targeting approximately 600 communities throughout South Sudan.

  • Contribute to the development of guidelines and Standard Operating Procedures (SOPs) for Community Outreach Activities and organise training to facilitate capacity and teamwork.

  • Participate in building capacity and resilience within the ECRP field structure for cross cutting themes and project deliverables, i.e. gender sensitivity, equity, transparency, and accountability.

  • Provide technical support for the design and implementation of community-led activities in close coordination with local authorities and community-based organizations and actors.

  • Work closely with IOM Technical Advisors and the Project Coordinator (ECRP) to facilitate a harmonised and consistent approach toward community engagement across the ECRP.

  • Update, adapt and draft communication/outreach messaging in close collaboration with other units and agencies as required.

  • Monitor implementation of all ECRP activities and provide operational and technical support as required.

  • Contribute technical inputs for the development of community engagement strategies that address prevention and recovery of violence, discrimination, xenophobia, and marginalization through targeted messages and community-based interventions.

  • Undertake duty travel related to monitoring programme implementation, recommending action to address challenges, and coordinating with other actors.

  • Contribute to periodic reports on programme delivery, including interim and final donor reports.

  • Abide by the principles of a respectful office environment free of harassment and retaliation, and that promotes the prevention of sexual exploitation and abuse (PSEA).

  • Perform such other duties as may be assigned.

    Required Qualifications and Experience

    Education

    • Master’s degree in Communications, International Relations, Anthropology, Political Science, or a related field from an accredited academic institution with two years of relevant professional experience; or

    • University degree in the above fields with four years of relevant professional experience.

    Experience

    • Experience in community outreach, public affairs, development, and/or education preferably in Africa within a development context;

    • Experience working in complex humanitarian operations, specifically meeting timelines;

    • Experience managing and mentoring teams and in promoting achievement of project

    objectives

    • Experience living and working in a conflict environment.

    Skills

    • Excellent interpersonal, cross-cultural, and diplomatic skills and the ability to lead and work collaboratively with a diverse team;

    • Ability to design and deliver training effectively;

    • Excellent report writing and analytical skills;

    • Strong interpersonal and communication skills;

    • Solid organizational skills: the ability to be flexible and work well under pressure in a fast-paced and detail-oriented team
    environment;

    • Good computer skills: excellent knowledge of MS Word, Excel, PowerPoint, and email/internet software.

    Languages

  • IOM’s official languages are English, French, and Spanish.

  • For this position, fluency in English is required (oral and written). Working knowledge of Arabic, French, Spanish and/or local language is an advantage.

  • Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

  • Internationally recruited professional staff are required to be mobile.
