IOM Baseline Survey Consultant Jobs in Uganda
Purpose and ObjectivesThe purpose of the baseline research is to conduct a participatory survey on current knowledge, attitudes and practices of ethical recruitment among the PRA, Government Sector and line Ministry department and the target District Local Government counterparts to reduced prevalence of modern slavery among Ugandan labor migrants.
The baseline measurement will help to provide a synopsis of the intervention area and benchmark values/statistics for the project indicators to aid implementation and evaluation for learning and future programming.
Baseline study objectives:
The baseline survey will be guided by the following key objectives which will also inform the key assessment questions during the survey.
To establish opportunities that support ethical recruitment processes especially for women and youth through enhanced skills, linkages and enabling environment
To benchmark outcome and output level indicators against which progress on set targets and milestones will be assessed
To find out the opportunities for strengthening and sustaining enabling environment for PRA and the Uganda Government on Ethical recruitments to be conducted within the Uganda policy framework and international labour law.
Methodology
Participatory methods are suggested whenever possible, as is the inclusion of stakeholders, especially PRAs, Ministry and local Government leaders, Religious and Cultural leaders and sampled labour migrant’s, returnees in the Kampala district.
The baseline assessment methodology will employ both quantitative and qualitative methods that include but not limited to the following:
Secondary data and literature review
Participatory methods
Survey of PRA, Ministry and local Government leaders, Religious and Cultural leaders and sampled labour migrants, returnees.
Education
Master of Arts or higher in relevant field; (Gender Studies, Social Sciences, Development Studies and any other relevant field).
5-10+ years’ experience in participatory research, especially in areas of labour migration rights and protection, Human trafficking, sexual and gender-based violence.
Experience
Demonstrated understanding of Uganda labor migration, ethical recruitment practices and Uganda ethical recruitment policy framework knowledge
Familiarity with core concepts related to Protection, Sexual and Gender Based Violence, Labor migration, human trafficking, work of private recruitment labor migrants in Uganda, Uganda Government policy framework on Ethical recruitment and experience working in fragile and post conflict contexts.
Familiarity with the Uganda Labor Migration and recruitment practices, Ethical recruitment policy framework context and labor Migration market actors
Excellent
analytical, research, writing and concise and compelling communication skills; Strong visual presentation skills preferred.
Understanding of Central, Northern, Western and Eastern Region of Uganda social and political context.
Experience in study design (both quantitative and qualitative methodologies) and in assembling and managing field teams.
Ability to manage the available time and resources and to work to tight deadlines
Fluency in English and Knowledge of some Ugandan local languages is an added advantage
