IntraHealth International is seeking candidates for the role of Director of Finance, Operations and Grants (DFOG) for an anticipated five-year, USAID-funded Health Workforce Improvement Program (HWIP) in Ethiopia.
This project will work with the Ministry of Health (MOH) at the national and sub-national levels (regional, zonal and woreda), higher educational institutions that provide healthcare education under the Ministry of Education (MOE), and targeted health worker professional associations, to create greater efficiency and self-reliance for delivery of quality health services through qualified health workers.
The focus will be on institutional and individual capacity building to improve the quality of pre-service education for priority clinical cadres, improve the competency of clinical health care workers, and build the skills of health human resource managers.
The Director of Finance, Operations and Grants (DFOG) is responsible for providing fiscal leadership in the implementation of the project, ensuring the project can effectively and responsibly use USAID resources to meet project goals.
S/he is responsible for the financial systems of the project, including project budgeting, financial monitoring, and meeting legal, auditing and contractual responsibilities.
S/he will be the principal financial representative of the project as well as coordinate the financial, administrative and HR functions and support.
The DFOG is expected to develop the project financial plan, to include monitoring and reporting systems that meet USG requirements, and manage contracting activities including grants under contract.
S/he will manage all procurement and contracts/subcontract administration activities and assure compliance with organizational and donor policies.
S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award.
This position is contingent upon award and approval by USAID.
Roles and Responsibilities:
Establish accounting and financial systems for the project in compliance with USAID regulations and IntraHealth policies and procedures
Document, maintain and ensure compliance with finance and administration policies
Develop project procurement plan and ensure proper procurement policies and guidelines are followed when purchasing project services, supplies and equipment
Maintains robust payroll system including tracking benefits and allowances, ensuring compliance with all applicable tax laws and reporting requirements.
Review, analyze, present, and submit periodic financial reports in an accurate and timely manner; clearly communicate monthly and annual financial statements to headquarters; collate financial reporting materials for all donor segments and oversee all financial, project and grants accounting
Update standard operating procedures, internal
control system and keep financial policy and procedures up to date
Ensure the financial system and tools are in compliance with Ethiopian requirements
Manage cash flow and forecasting—including preparing and submitting funds requests to HQ
Implement a robust contract management and financial management reporting system to support operational requirements
Manage organizational risk and liability, particularly related to ensuring compliance with all relevant USAID regulations and local laws related to registration and taxes
Conduct analyses of financial data to inform project management
Provide strategic guidance and assistance in problem solving to project leadership
Supervise administrative team to ensure delegation of functions and timely quality performance
Requirements:
Master’s Degree or higher in Business Administration, Finance, Accounting or other relevant field. Professional qualification in CPA or ACCA will be an added advantage.
Ten years of demonstrated experience managing (in increasing roles of responsibility) finance, procurement, contracts management, construction, logistics and/or human resource related matters for international development activities.
Demonstrated familiarity with USG financial reporting and compliance requirements.
Experience working on USAID contracts of similar dollar value ($35+ million) required.
Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures associated with USAID regulations is highly desirable.
High level of analytical skills and sound judgement is required, especially as it relates to financial management, procurement, human resources, contract and grants policies and regulations.
Familiar with compliance regulations and the Federal Acquisition Regulations (FAR).
Strong oral and written communications skills in English.
Stellar candidates from Ethiopia preferred.
