SummaryIntraHealth seeks a Chief of Party (COP) for an upcoming five-year USAID Multi-Sector Nutrition, Maternal, Newborn & Child Health project in Uganda.
The purpose of the activity is to facilitate government leadership and enhance sustainable multi-sectoral coordination to accelerate gains in nutrition, maternal, newborn and child health outcomes in the country.
The COP will provide overall project leadership overseeing and ensuring the integrity of all aspects of the project, including program design, project workplan and budget development, overall programmatic and financial monitoring of project implementation, grants and contracts/subcontracts administration, and compliance with IntraHealth and USAID policies and procedures.
S/he will serve as the project’s main point of contact with USAID, and will facilitate effective communication and regular engagement with the Government of Uganda at all levels and with other implementing organizations and agencies.
The COP will report to the East Africa Programs Director based at the headquarters office. S/he will collaborate closely with IntraHealth Uganda Country Director and staff, as well as US-based technical staff from the IntraHealth Chapel Hill office.
Functions
Provide strategic direction and technical, managerial and fiscal leadership for rapid start up and sustained, high-quality implementation.to ensure rapid start-up and timely achievement of project goals and targets.
Oversee timely achievement of project goals and targets and ensure delivery of high quality results by IntraHealth, its subcontractors and subgrantees.
Ensure compliance with the terms of the award and all USG rules and regulations.
Build an integrated vision amongst related components and diverse actors, focusing on achieving results in strengthening multi-sectoral leadership and approaches for reproductive, maternal, newborn and child health and nutrition (RMNCH+N).
Serve as key liaison and work collaboratively with USAID, the Ministry of Health at all levels, local government authorities and other stakeholders and partners for streamlined project implementation and to ensure alignment and integration of the program with the Government of Uganda’s health sector development strategy and other national priorities.
Identify obstacles and risks to implementation and coordinate with the IntraHealth headquarters office and USAID Uganda to facilitate timely and appropriate course corrections.
Oversee the preparation and submission of timely, high-quality project reports to the donor.
Lead the annual work planning process in close collaboration with USG donor, MOH and project team
Provide guidance, in collaboration with staff, to subcontractors and sub-grantees
Write and/or review project materials
and publications
Work with finance and project staff to develop and track project budgets
Work with Monitoring and Evaluation (M&E) staff to develop M&E frameworks and effectively track data/results
Requirements
A Masters’ degree in health, social sciences or a related discipline is required. MD preferred.
Minimum of 10 years of progressively increasing responsibility in managing complex, integrated international development projects in Uganda and/or East Africa with activities related to nutrition and RMNCH
Previous work experience as COP or DCOP or other senior level position in a donor funded project.
Previous experience leading relevant projects in Uganda strongly preferred.
Demonstrated experience managing and supervising multi-functional teams of technical experts at national, regional, district, clinical, community-level and other sectors.
Proven ability to lead a team of senior staff and manage multiple partners on projects of similar size and scope, preferably in Uganda and/or East Africa.
Proven knowledge of USAID rules, regulations, and reporting requirements for cooperative agreements and contracts; experience working on USG contracts preferred.
Demonstrated understanding and expertise in health service delivery and health systems strengthening in Uganda, with understanding of multi-sectoral approaches to achieve health goals.
Strong oral and written communication skills in English and demonstrated ability to communicate to all stakeholders the vision of the program
Proven ability to develop and sustain collaborative working relationships with senior level government leadership, USAID officials and all partners.
Experience working with USAID or CDC directly or as an implementing partner, strong familiarity with other USG initiatives, and considerable experience working with the host government.
Strong diplomatic skills with the ability to build networks and work with diverse stakeholders bringing teams together for consensus and to attain desired results.
Preference for a seasoned Ugandan candidate who meets the above requirement.
