    General context of the project

    South Sudan is a country which has been affected by complex emergencies, both natural and conflict-related, for decades.

    INTERSOS has been present in South Sudan since 2006 with a country office in Juba and field bases in six States of the country, namely Jonglei, Upper Nile, Unity, Eastern Equatoria, Western Equatoria and Central Equatoria and have now mobile units also in other states.

    INTERSOS focuses on implementing emergency response and relief programs in different sectors: Protection, Education, NFI/Shelter and WASH with a special focus on serving the conflict-affected population, which were displaced from their homes by the conflict but also the hosting communities, which often are equally vulnerable.

    This project will be implemented in partnership with UNICEF in Pibor (Jonglei) to scale-up an existing GBV response implemented by INTERSOS. The project will primarily focus on providing protection and psychosocial support services to survivors and other groups at risk of GBV through holistic and confidential case management and referrals.

    Furthermore, it aims at minimizing the risks of GBV through different prevention strategies, community awareness.

    Main responsibilities and tasks

  • In charge of project management, including elaboration of work plan, financial and procurement plan and regular monitoring of progress through the INTERSOS internal project appraisal tool.
  • Define efficient and effective operating processes required to ensure a proper management of the project activities.
  • Ensure that all project activities are being implemented in line with INTERSOS’ internal policies, in particular several protection policies, at the same time respecting donor and cluster regulations as well as international humanitarian sector standards.
  • Recruit national staff and conduct regular training and review sessions in order to build knowledge and skills and maximize their capacity ensuring quality protection services.
  • Monitor and provide objective feedback related to staff performance, including completing staff performance evaluations to promote growth and professional development.
  • Review of regular financial and narrative reports from field team, ensuring financial compliance including strong budget management and correct accountability documentation.
  • Prepare regular narrative donor reports and assist Admin department in compiling financial reports.
  • Collect regular beneficiary stories using different participatory methods (FGDs, Case Studies, Most Significant Change Technique etc).

    GBV Technical Support:

  • Prepare and conduct a range of training and workshop on GBV related topics for national project staff, partners and beneficiaries.
  • Ensure case management services are survivor centered core principles are being respected at all times and by all parties involved.
  • Continuously mentor Case Workers and conduct regular case meetings to discuss complex cases and provide support and advice.
  • Coordinate with other international actors and local partners through workshop with the aim of regularly updating referral pathways and conduct PFA trainings for non-GBV frontline actors.
  • Support Case Workers in documenting cases on GBVIMS and send regular reports and statistics to GBVIMS Focal Point.
  • Support the technical national staff in the organization and material development for FGDs and awareness for community leaders on GBV-related concepts.
  • Organize community mobilization activities using different participatory approaches and regular workshops with men groups using the gender trans-formative curriculum.
  • Train the Staff on PSEA and CP policies
    as well as putting in place a feedback/complaint mechanism in each location of the project.

    Coordination and Collaboration:

  • Represent INTERSOS in front of national authorities, UN agencies, NGOs, donors etc. in area of intervention.
  • Establish partnership in order to ensure a proper and comprehensive child protection response in the area.
  • Ensure a steady and active representation of INTERSOS at cluster level as well as in all other significant meetings, including active participation in relevant working groups.
  • Maintain good and fruitful relationships with relevant local stakeholders, such as local authorities, service providers and community-based associations.
  • Ensure linkages with the INTERSOS GBV team and other departments internally.
  • Ensure timely reporting to GBV Cluster through 5Ws, GBVIMS and any other regular report required by the GBV Sub-Cluster.

    Security Management:

  • Regularly provide updates to the HoM in charge about security risk analysis in the area of operation, monitoring constantly and carefully the security incidents in the area where the national staff operates with the support of the national team and support the Security/Access Manager in charge with the elaboration of contingency plans upon given related training.
  • Share with the Security/Access Manager in charge a properly filled security clearance form prior to each deployment to the field out of duty station.
  • Support in the management and running of INTERSOS Pibor Hub

    Other:

  • Any other duty as assigned by the Protection Coordinator or Head of Mission.

    Required profile and experience

    Education

  • The post holder should have:
  • An advanced university degree in Social Science, International Relations, Development Studies or Public Health or significant professional experience in the protection sector in lieu of formal credentials
  • Three years of experience in post-conflict environment

    Professional Experience

  • At least 4 years demonstrated experience in designing technical strategies around Protection, specifically GBV in emergency including general protection and child protection

    Professional Requirements

  • Technical expertise in conducting protection needs assessment
  • Experience with the application of participatory methodologies in project assessments and implementation
  • Demonstrated experience of developing and managing relationships and funding from donors such as UNICEF, SSHF or other development partners.
  • Demonstrated experience working with national and/or regional level government structures to strengthen the capacity of the government to deliver services.
  • Ability to work with local structures to plan and effectuate change in attitudes and behaviour with regard to GBV
  • Experience in building personal networks, resulting new opportunities for the organisation.
  • Experience solving complex issues through analysis, definition of a clear way forward and ensuring buy-in of others.
  • Knowledge and experience of the GBV sector minimum standards and methodologies
  • Management experience is difficult contexts – including staff management, budget holding responsibility and management of logistical procedures:
  • Donor reporting takes place on a bi-weekly, interim and final basis – exact schedule to be agreed with donor
  • Experience developing proposals and reports in the English language

    Languages

  • Excellent written and spoken English

    Personal Requirements

  • Readiness and ability to travel and stay in the field according the need of the project
    Strong team spirit, comfortable in a multi-cultural environment
