  • The Criminal Intelligence Officer will have good understanding of the crime area of online child sexual exploitation; will be cross-trained in all duties and responsibilities of the Crimes against Children (CAC) Unit including among others – victim identification, ICSE database, IWOL, CII, transnational child sex offences and training delivery.

    Primary Duties

  • The incumbent will take part in CAC unit activities aimed to progress international cooperation between specialized units and investigators around the world, build and support their operational capacity to investigate this crime area and progress the availability and use of dedicated tools to aid such investigations.

    More specifically, the incumbent will have sound knowledge of the online child sexual exploitation (CSE) crime area, and take part in activities including:

  • Development and delivery of capacity building trainings for specialized units in member countries, on topics such as Victim Identification, Covert Internet Investigations, Open Source Intelligence, Online Child Sexual Exploitation investigation, forensic interviewing, evidence searching and triage, etc.

  • Online CSE investigation including open source collection, Darknet monitoring, P2P monitoring, CII, Child Sexual Exploitation material (images/videos) triaging and analysis, etc.
    all aimed towards progressing offender and victim identification, through referrals and liaison with specialized units in member countries.

  • Initiation and Coordination of international, multi-party, operations on Online CSE.

  • Operating INTERPOL’s International Child Sexual Exploitation media database (ICSE), administrative and quality control tasks, engagement and liaison with ICSE users around the world to progress their usage and contribution. Participation in development workshops and new feature/version testing campaigns.

  • Participation in professional and international forums and working groups, governmental, civil society and private sector, delivering speeches, presentations and comments.

  • Liaison with officials in member countries and organizations, with NGO’s and with the private sector to progress cooperation, engagement and partnerships linked to prevention and enforcement of crimes against children.

  • Any other task related to Crimes against Children or the unit’s mandate, to insure the organization can provide continued service to its membership, as requested by management.

    Requirements

  • This is especially important for your current and previous functional titles (they need to be exactly the same as the one in your contractual agreement), exact dates of employment, description of responsibilities and achievements, reason(s) for leaving and part-time work.

    All candidates will be assessed based on the following requirements:

    Training/Education required

  • A minimum of three years education at a University or other specialized establishment for higher education.

    Experience required

  • At least three years of professional experience on crimes against children, in a law enforcement agency or organization.

  • Eight years of experience in crimes against children or closely related areas are
    required if the post holder does not have the above required level of education.

    Languages

  • Professional fluency in English is required for all duty stations.

  • Professional fluency in Spanish is required for the post based in Buenos Aires, Argentina.

  • Professional fluency in other official working languages of the organization (French, Spanish, Arabic) would be considered an additional asset.

    Specific skills required

  • Ability to work with explicit and graphic child sexual exploitation material on a regular basis. Ability to work in an international and dynamic environment, demanding frequent interaction and cooperation;

  • Ability to present in front of various audiences, in a clear, flowing and inspiring manner; Ability to work seamlessly as a member of a team;

  • Ability to draft high quality documents and presentations;

  • Ability to think/plan operationally and strategically and transform initiatives into new working practices;

  • Ability to work independently in an organized and disciplined manner;

  • A high level of computer literacy. Comfort with technology and software and an ability to conceptualize systems and tools – existing or needed.

  • Fluency in Windows and Microsoft Office suite environments;

  • A deep understanding of the internet, and experience in using it;

  • Reediness for frequent travel abroad, ability to adapt to local conditions and customs;

  • In addition to the requirements, the following Assets and Special Aptitudes would be beneficial.

    The following experience will be considered an asset:

  • Proven ability to lead a team;

  • Proven specialization in areas such as capacity building, CII, Training Development;

  • Hands-on experience in investigation (victim interviewing, offender interviewing, legal process, forensics, etc.).

    Working Conditions

  • Remuneration for appointment on contract: The monthly salary for a grade 5 post for a step 1 according to the duty station is:

  • Singapore, Singapore is approximately 7,762 SGD;
    Nairobi, Kenya is approximately 346,741 KES
    Buenos Aires, Argentina is approximately 111,959 ARS
