The Operations and Compliance Manager works closely with the Deputy Chief of Party to ensure that adequate levels of Administration and Operations support is provided to Internews personnel and partners working in South Sudan.
This position will ensure that project administration, operations, and asset management comply with USAID’s and Internews’ rules, regulations and policies; and will ensure compliant start up and close out of all Internews’ projects in the country.
This position contributes to building of capacity of South Sudanese partners and assists the DCoP with the design of operations department systems, policies and procedures to ensure efficiency and effectiveness in the implementation of Internews programs across South Sudan.
Responsibilities
Operations and Contractual Management
Conduct analysis and recommendations of all existing contracts, inventories, operations processes, and capacity building agreements with local partners at the Internews South Sudan office.
Conduct an analysis on land leases and lead the renewal and transfer of leases.
Develop strategies for contract renegotiations.
Review the process for donated and disposed assets and manage the proper documentation.
Propose innovative solutions utilizing new technologies to enhance the asset certification process.
Review alternative systems for procurement management.
Support with project start-up and close-outs in South Sudan
Manage international and regional travel requests and bookings in collaboration with the Internews regional office based in Nairobi, Kenya.
Support to Sub-grantees
Work with new partners/subgrants to ensure agreements are well understood and appropriate for their project and capacity.
Support the development and review of policies, procedures and systems for partners, and ensure partners have proper systems for documentation and comply with donor
requirements.
Support partners on the development and implementation of Procurement and Human Resource procedures and systems.
Work closely with partners to receive assets from Internews and set up for proper care, maintenance and custodianship of assets.
Review Capacity Building Agreements process and ensure the proper documentation of past and current partners’ acceptance and disposition of asset certificates.
Work with subrecipients to finalize budgets and activities, and review all non-programmatic reporting related to subgrants including accruals, cost share, VAT, financial status, year-end subgrant cash, etc.
Conduct subgrant budget analysis and review budgets for accuracy, completeness, and adherence to internal financial requirements
Provide support to partners on budget management
Requirements
At least 5+ years’ experience in Administration, Operations and Compliance.
Strong knowledge of USAID rules and regulations, and experience with the administration of USG grants, cooperative agreements and contracts
Previous experience coordinating logistics preferably, in South Sudan;
Proven ability to handle sensitive, confidential materials in an appropriate manner;
Experience monitoring recipients of USG and other funding sources
Excellent analytical and financial management skills
Excellent oral communication and presentation skills
Excellent writing and editing skills
Experience with MS Excel and Word
Must have initiative and attention to detail;
Proven ability to multi-task and prioritize within a shifting workload.
Ability to travel within and spend extended time in the field, with limited facilities, often under harsh conditions
