Context and project description: VIS has been working in Ethiopia since the 1990s, establishing a Coordination Office in Addis Ababa in 2003. It is registered with the Ministry of Justice, Charity & Society Agency as foreign a charity in compliance with the Charities & licensed by the Ethiopian Societies law.
Tigray and Gambella are the main region of intervention with a long presence during which VIS has been a promoter of programme aimed at countering the serious consequences of emergencies (recurrent famines and droughts) that have hit the regions in the past.
In Tigray VIS has been engaged in education, livelihoods and WASH and emergency interventions in all Tigray areas (particularly, Mekelle, Vukro, Adigrat, Adwa, Shire) and in the refugee camps of Adi-Harush, Mai-Ayni and Hitsats – with integrated actions including vocational trainings, income generating activities, rehabilitation of water infrastructures, reaching a total of more than 2.500 direct beneficiaries in 2020 only.
Currently (February 2021) VIS has one main coordination office in Mekelle with 6 permanent key staff and one field office in Adigrat. As soon as the emergency broke out in November 2020, VIS deployed one Emergency Coordinator in Addis Abeba to support operations and coordination with Emergency tasks force and 2 emergency projects had been approved to respond to the ongoing conflict. Additional 2 projects already on going had been redesigned to be adapted to the current emergency and recovery context.
VIS has been present in Gambella region since the beginning of its work in Ethiopia, with interventions in the education / training sectors professional, livelihood and water sanitation co-financed by institutional and private actors in favour of South Sudanese population in the refugee camps and with the host communities.
In 2017/18, the organization carried out a project "Emergency intervention in favor of refugee minors in Nguenyyiel camp and the host communities of Pugnido and Gambella” and two more projects have been recently completed in Jewi and Nguenyyiel camps. Two additional proposals as been already submitted to donors. VIS is present with other projects in SNNPR and Somali regions.
General purpose of the position
Working as a senior member of a team who are committed to serve the world’s most vulnerable with practical and compassionate care the Humanitarian Coordinator (emergency and post-crisis) manages all aspects of the implementation and development of emergency and post crisis programme/projects to facilitate the implementation of the country strategy to respond to emergencies.
Main Tasks and Responsibilities
Operations Management
• Coordinate and supervise and undertake emergency programme/project(s) implementation, ensuring adequate staffing of all components and lead field operations, including new emergency projects, transition, and recovery activities, as well as re-programmed activities in coordination with project staff, to ensure consolidation and a harmonized humanitarian response across thematic and geographical areas of intervention.
• Ensure the development of emergency program/project(s) work plans, establishment of monitoring tools and tracking of implementation challenges to promote up to date and evidence -based decision-making.
• Provide advice, analysis, and input to the CR on all issues that may arise on the emergency programme/project(s) being managed, to maximize the impact
of the project and identify further areas of intervention.
• Support field managers in all aspects of finance, administrative, human resource, and logistics management, ensuring knowledge of and adherence to applicable operational systems, donor requirements and country programme strategy
• Ensure objectives are met within the required time frame and budget and in accordance with VIS, donor, country, and international standards.
Financial Management
• Supervise the emergency projects budget management and expenditure, in collaboration with field managers and the Country Administrator, ensuring budgets are spent according to donor proposals and regulations and within the appropriate timeframe and advising the field managers of the financial status of the projects.
Staff Management
• Line management of designated staff, including direct supervision and development.
• Hold regular team meetings and, through a consultative leadership style and a transparent, honest and supportive communication structure, develop and build an effective team
• Develop direct reports to improve their knowledge competence and performance.
Quality Management
• Ensure emergency programme/project(s) are implemented in line with donor proposals and requirements and in accordance with VIS, donor, country and international standards recommendations.
• Support and provide inputs to Programme Funding Manager in the process of writing and submitting donor/stakeholders and other required reports.
Government / Authorities Liaison
• In consultation with the CR, whenever needed, liaise with relevant authorities and Donors, United Nations (UN) agencies, Non-Governmental Organization (NGO) and other stakeholders as required.
Security
• Monitor and review the security status of the programme/project location(s) on a regular basis, liaising as applicable with local authorities, other NGOs, the UN or other relevant security bodies. Make reports, as appropriate, to the Country Representative.
Requirements:
Experties:
• University degree in Management / Development / Business Administration or in any relevant subject.
• 4-year post-qualification experience in humanitarian aid coordination or emergency response and programme/project(s) context.
• Strong working knowledge of English (spoken and written).
• Good working knowledge of Amharic and Italian language are an asset
Skills and Abilities:
• Excellent interpersonal, communication and networking skills, including the ability to develop and manage effective relationships with current and new donors.
• Knowledge of Humanitarian Essentials, Sphere and HAP Standards and other international humanitarian guidelines and protocols.
• Advanced planning, assessment and analytical skills. Proven report and proposal writing skills.
• Able to work with project budgets, financial reports and financial management systems.
