BackgroundThe Programme Officer will provide strategic support to the growth of the Drylands Resilience Programme, including taking lead in the implementation of key projects like the Building Drought Resilience Programme (BDRP) both at national and site level.
Job Description
Project implementation
Ensure the effective and efficient implementation and coordination of project activities in collaboration with project implementing partners and IUCN Drylands Resilience Programme at the regional office
Document, package and disseminate the information and or lessons from the project to a wider audience for awareness, advocacy and policy influencing;
Manage the production of the project outputs (studies, reports, policy briefs, etc), and getting them laid out (or designed) appropriately for specific audiences;
Assist in developing and maintaining close relations and communications with existing relevant national and regional networks.
Project administration
Assist with the development and administration of annual work-plans, budgets, internal agreements, contracts and production of progress reports as required by IUCN and collaborating partners;
Ensure due diligence in the planning, monitoring and evaluation and reporting of assigned project activities;
Assist the management of the project related expenditures in accordance with IUCN procurement procedures;
Ensure the collection, collation, reporting, organization, and keeping records of all project data and documents;
Provide follow up support and tracking of administrative, programmatic and financial issues with project implementing partners.
Assist in the recruitment and supervise in-country project consultants employed for the implementation of the various project activities;
Organise and / or assist in the organisation and implementation of workshops, seminars and training activities, and provide technical guidance and logistical support to these events;
Work and coordinate with government and other stakeholders in the implementation of the activities for various projects.
Support the Growth of the Drylands Resilience Programme
Provide support in the development of proposals for co-financing activities for submission to potential donors.
Contribute to identifying additional funding sources;
Play a support role to leadership of the devolved rangeland sub-programme of the Drylands Resilience programme especially the interaction with county governments, national government, CSO and private sector actors.
Representation
With prior approval from the Line Manager, represent IUCN at internal and external meetings at local, national, regional and international levels.
Any other duties
Carry out other relevant tasks assigned by,
and mutually agreed with, the line manager.
Requirements
Education: An advanced university degree (Master’s degree or equivalent) in environmental management, environmental studies, natural resources management, natural and social sciences, or related disciplines or A Bachelors university degree in combination with qualifying experience.
Work Experience:
Proven ability in fundraising and resource mobilization is a must
Strong knowledge and experience on governance, advocacy and policy influencing of natural resources management;
At least 8 years work experience in planning and implementing project activities in water resources management, including project management, applying monitoring and evaluation, and managing relationships with partners including the government
Proven experience in participatory natural resource management.;
Proven ability to organise and facilitate multi-stakeholder participatory processes;
Knowledge of Lower Tana area and familiarity with local culture and languages is considered a strong asset.
Language Requirements:
Strong written and spoken English and Swahili
Understanding of the local languages of Northern Kenya is desirable especially Somali and/or Orma
